Subhas Chandra Pattanayak, Founder of Bhasha Andolan, Orissa has moved the President of India to immediately annul the Maharshi Badrayan Vyas Samman, 2019 announced in favor of Subrat Kumar Prusty, a man of no good moral character and of criminal antecedents. He has sent a mail to the Secretary to the President for placement of his allegation before the President. This award to Prusty for Classical Odia is a great farce, as Prusty is alleged to have stolen the official document prepared by Odia Bhasha Pratisthan in support of the State’s claim of Classical Status to Oriya Language. Sir,
The Hon’ble President’s approval of nomination of one Dr. Subrat Kumar Prusty for Presidential Award of Certificate of Honour to Scholars in the matter of Maharshi Badrayan Vyas Samman, 2019 is based on false and fraudulent information and therefore, his kind attention should immediately be drawn to this mail for necessary action.This Award is guided by the guidelines given in F.No.11.1/2019-Skt-II, issued by the Government of India, Ministry of Human Resource Development, Department of Higher Education, Shastri Bhavan, New Delhi, on 1st March,2019. It is stipulated at Para 8 that the recommendation must have to be supported by “Character & Antecedent Certificate” issued by the recommending authority. And the proforma of this certificate, which is a part of the guideline, makes it a must for the recommending authority to declare that the person concerned “bears a good moral character and has no case pending against him/her in any Court of Law and that he/she has never been prosecuted/convicted in the past”. The copy of the unavoidable proforma of this character & antecedent certificate is attached herewith for ready reference.
Unfortunately the recommending authority has misled the Government as well as the Hon’ble President by suppression of the facts in this proforma certificate.
Sri Prusty has earned a very ill reputation as user of filthy and obnoxious words in social media and has been subjected to a criminal prosecution in ICC No. 4658/17 in the Court of the S.D.J.M. , Bhubaneswar. The Copy of the Summons of the Court promulgated on Sri Subrat Kumar Prusty is enclosed herewith for ready reference. Hence the declaration of the Recommending Authority that, there is ” no case pending against him in any Court of Law and that he has never been prosecuted” is blatantly false and is deliberately designed to mislead the Central Government as well as the Hon’ble President to ensure issuance of the Presidential Award of Certificate of Honour to Scholars in the matter of Maharshi Badrayan Vyyas Samman, 2019.
When the above pending case strongly suggests that Prusty has no good moral character, an communication from the Director of Odia Bhasha Pratisthan to the Government of Orissa, reflected in Letter No. 364 dated 14.7.2017 admits that the Research paper of the Pratisthan prepared to prove the Classical Status of Oriya Language was stolen away by Prusty and published through KIS Foundation when he was working in the official project on payment. Letter No. 23571(e) Dated 21.8.2019 from the Department of General Administration & Public Grievance, Government of Odisha informs that the Department of Odia Language Literature & Culture has been investigating into the allegation of theft of the official document on classical status of Odiia by Dr. D.P.Pattanayak and his associates Subrat Kumar Prusty. This suggests sans any doubt that Subrat Kumar Prusty bestowed upon with the Presidential Award of Certificate of Honour to Scholars in the matter of Maharshi Badrayan Vyas Samman, 2019, has no good moral character.
Shocking it is that the Chief secretary of the State as well as the Secretary, Department of Odia Language Literature & Culture, Government of Orissa that are, on the basis of the records cited above, are well aware of the theft of the State’s copy-righted document on classical status of Oriya Language by Subrat Kumar Prusty, have suppressed this vital fact while recommending his name for Presidential Award of Certificate of Honour to Scholars in the matter of Maharshi Badrayan Vyas Samman, 2019 in the area of Classical Odia!
A State Government misguiding the Central Government in Presidential Award of Certificate of Honour to Scholars in the matter of Maharshi Badrayan Vyas Samman, 2019, thereby dragging the august office of the President of India to an unprecedented cultural controversy is an offence against the nation itself besides being an insult to Oriya Language.
This is a sad instance of how a person known to have stolen the researched document of the Government of Orissa on Classical Odia, has been selected for and given the Presidential Award of Certificate of Honour to Scholars (Maharshi Badrayan Vyas Samman, 2019) in the area of Classical Odia.
I strongly object to this and request the Hon’ble President to please immediately annul the Presidential Award of Certificate of Honour to Scholars in the matter of Maharshi Badrayan Vyas Samman, 2019 to Subrat Kumar Prusty and to pass kind orders for time-bound inquiry against the Recommending Authority and Officials that have facilitated the selection of a man of no good moral character and of criminal antecedents, dragging the President of India into an unprecedented cultural controversy.
