Penal provision, as proposed by Bhasha Andolan, is a must necessity to ensure that the people of Orissa are not debarred from their fundamental right to have all the Official and non-official services in their mother tongue Oriya, said eminent journalist and media scholar Dr. Arup Kumar Jena in a live speech from the digital platform of the Andolan in social media Facebook on October 19, the 1650th day of the unique Black-Flag-Campaign that espouses the people’s demand for governance of Orissa in Oriya.
