Voting in Padmapur by-election ended last evening with more than 81% of the highly motovated people using the EVMs to support their respective candidates notwithstanding inluences exerted by the rivals.

The electioneering was as unprecedented as is the casting of votes.

The Congress Party has no cadre; but it has certainly a committed section of citizenry that stand with the party candidate come what may. Some apprehend that sensing defeat, the Congress supporters might have prefered whosoever to their perception appeared winning. I do not subscribe to this suspicion. The Congress candidate may not win, but the counting would show that the consious Congress supporters have stood with their party, despite discernible certainty that the candidate cannot win.

Thus, probably the winner would be either from the BJD or from the BJP.

But, whosoever wins, Naveen would be in deep dilemma.

If BJP wins, even though it would be more a victory of Pradeep Purohit than that of BJP, the Party that is groping in dark about the mindset of the secular-by-birth Oriyas, would gain enough moral strength from this to challenge Naveen’s autocratic position in the election-2024. And, that would draft Naveen into predicament.

If the lady candidate of BJD wins, the aspiring women pampered through Mission Shakti would find 2024 a gateway to enter into the Assembly. As we have already predicted, BJD will plant lady candidates in more than 50% of the Assembly constituencies, almost all of whom would be drawn from the Mission Shakti sector.

To these ladies,whom Mr. Pandian shall issue the tickets of BJD, if they win, Mrs. Pandian would appear more acceptable than Sri Naveen Patnaik.

Either way, Naveen would be in a political quagmire, which he has not yet even imagined.

Irrefutable evidences of fraudulence in legislation were submitted to the Governor of Orissa, who was urged upon to withdraw his assents given to the amendments 2016 and 2018 in the Orissa Official language Act, 1954.

Unless the Governor gives his assent, no Bill passed by the Assembly can become a Law. To give his assent, despite a Certificate from the Speaker of the Assembly that the Bill has been adopted, he would require a ‘Legal Certificate’ from the Secretary of the Department of Law declaring therein that “no legal reason exists why the assent of the Governor to the Bill should not be given” and an ‘Administrative Certificate’ from the Secretary of the concerned department, declaring therein that “no administrative reason exists why the assent of the Governor to the Bill should not be given.” Therefore, on reciept of these Certificates, he had given his assent. There was no illegality in giving these assents to these Bills.

But, official documents, I, as the founder of Bhasha Andolan, had submitted to him along with my letter dated the 6th May 2022 were enough for him to get my allegation enquired into and to withdraw his assents to the above noted Bills, obtained as they were on false and fabricated Certificates from the above mentioned two Secretaries. He neither ordered any enquiry into the allegation nor took any step to withdraw his assents to the fraudulent Bills in view of the irrefutable scan-printed official documents of fraudulence I had attached to my letter.

Thus serious instances of fraud and forgery in legislation continue under the pleasure of the Governor of Orissa.

The winter session of Orissa Legislative Assembly died a premature death. Leader of the House, Chief Minister Naveen Patnaik reduced the rampart of democracy to a farce, generating a general feeling that the sooner it ends the better.

The Assembly succumbed to bureaucracy, as no meaningful debate on proposals/Bills before it could cause any change in what the executive had wanted. The Government, in its action, made it clear that it was not answerable to the representatives of the people.

Had he wanted, the Speaker could have ensured the execution of all the bussinesses listed for the session. But that didn’t happen.

The Assembly may suffer the same syndrome in next sessions also.

Earlier we had opined that the law relating to election of a Speaker should be changed to save the parliamentary system from becoming farcical under the nexus between the ruling party and the Speaker. The enforced end of Orissa Assembly’s winter session justifies our observation.

Religion as an institution cannot lend itself to perversion or corruption , causing harm to the society , but the organisation formed to propagate religion can certainly be subjected to perversion and corruption .

Organisations meant to promote the interest of a religion are manned by the very mortals with normal frailties , foibles and failings of human beings. These mortals commit mistakes , nay , blunders while running organisations connected with religions or cultures , but covering such blunders in the name of religion or cultural missions – a la RSS or their Jihadi counterparts – constitutes the starting point of corruption in such organisations .

When criminals are allowed to harbour religious places of worship – using the Amritsar temple by Bhindrewala and the Bluestar operation – as safe havens , the general masses are provoked to castigate the religious feelings .

All religions try to preach universal brotherhood but sometimes the “holier than thou” attitude of some organisation-heads spell disaster to religious beliefs. In the name of cultural ideology, some self-appointed custodian of the masses in form of such organisations introduce and force-sell religious divides among the followers . AND THIS IS TRAVESTY OF RELIGION itself, MIND U .

Recruitment of intellectual bankrupts to the position of culturo-religious preachers or PRACHARAKS, and organisational heads or “sangh pramukh” heralds the beginning of the moral degradation in religio-cultural values in such organisations. Pursuit of earthly, momentary, political gains like engaging in propaganda warfare, adopting the expensive and powerful way of life under the garb of religious mystic and rituals – a la RAMDEV OR ASARAM BAPU, needing sauna bath facilities and masseurs in 5-STAR HOTELS in places where they lecture – are some instances where organisational forms of a religion or consciousness of culture signal a departure from the institutional ends of that religion .

The fall out of such aberrations is the moral perversion in culturo-religious life , when religion in that form loses its authority to guide the followers towards the goal , that is , the Creator . When places of worship are demolished as an act of religious triumph, it smacks of perversion .

Sorry , no cultural organisation can be allowed to take advantage of the general Indian ritualistic belief in acquiscence to the extent of their own acts of perversions . Universal brotherhood cannot be allowed to fall prey to sectarian camarederie. No society can be in perfect vigilance allow the votary of good to turn into a slave of evil and in itself become morally weak, progressively .

Time has come for more and more meetings and conferences to be organised among all those who have a stake in this conspiratorial attack on our proudful pluralistic society . Such dialogues can open the closed minds of the fanatics .

Bhubaneswar Municipal Corporation (BMC) has reportedly drafted a set of regulations without any consultation with any specialist worth the name and most arbitrarily sans concern for the practical guards of the residents of Bhubaneswar, which, if promulgated, is bound to dissuade dog keeping and pave the path for criminals to have a very unhindered grazing ground in the city.

Under this regulation, dog owners would be required to register their pets wth the BMC for license with details of the breed, breeder, owner, administered vaccines and records of aptitude test conducted by a registered vet. They are to convince the BMC authorities that their dogs are in specious houses in healthy environment. Most of the dog owners shall not succeed in meeting these requirements. So, this organised official harassment would force many dog owners to throw away their pets and dissuade dog keeping, which would render households bereft of their most beloved and trusted guards.

I have no reason not to be inciled to apprehend that this rash design is influenced by some secret syndicate of criminals engaged mostly in burglary, robbery, larceny and thievery. Police having failed to make the city crimefree, people pet powerful dogs for their own safety. Making a rigorous law that would certainly dissuade dog-keeping in Bhubaneswar is to deny the citizens their right to have private guards more trusted to them than the police. Who shall benefit? Only the criminals of the types above mentioned.

It is unthinkable that the dogs would not be allowed to walk along the side of the streets. The dog-owner shall be fined if the pet soils the street with its excretas. I have seen in USA, every dog owner carries a plastic bag to clean immediuately the street of excretas of his/her pet dog and deposits the same in the nearby trash-can which gets vacuum-cleaned by municipal vehicles quite frequently. The BMC must make this arrangement before enforcing such ban orders on housebreaking of dogs. Housebreaking can also be executed inside the campus of a dog owner. But proper training for the same is essential. Bhubaneswar has no dog-training school, even as there is severe dearth of dog-trainers. BMC must look into this matter before its proposed regulation is promulgated.

I have long since been demanding that the Government should allot suitable land to Kennel Club of Orissa for helping in socialisation of pet dogs or on its own accord should develop a dog-park. The Government has not yet paid any heed. With blatant failure of administration to provide proper environment for socialisation and training of dogs, the proposed regulation of BMC on pet dogs is completely misconceived and would cause harm to the right of the people to sound sleep with their trusted friend guarding their houses. I strongly apprehend this colorable excercise of municipal power is guided by crime syndicate that is clandestinely working to capture Bhubaneswar for looting its inhabitants.

Had it not been so, before advancing such rash regulation, the BMC should have conducted a deep study in the matter of dogs in Bhubaneswar. Kennel Club of Orissa should have been urged upon to represent the dog owners in formulating an acceptable policy. All the dog-clinics and Departmental Heads of the Veterinary Science College, OUAT, Bhubaneswar and Pet Parents of Bhubaneswar & Cuttack active in social media should have been involved in this policy framing. It has not been done.

All the streets of the city are overcrowded with stray dogs. None of these stray dogs are vaccinated in due stage and all of them are natural carriers of rabies and many other viruses. Every now and then there is road accident due to the stray dogs, when all the reported cases of rabies are caused by these untamed animals.To cleanse the city of the stray dogs should be the primary concern of BMC. Instead of paying urgent attention to this, it is planning to subject the dog owners to rigorous regulation.

Danger to human life in Bhubaneswar emanates from the failure of BMC to implement the BMC Act, 2003 that prohibits cow-keeping in the city. The cow-keepers had challenged the Act even in the Supreme Court. Their case was rejected with instruction to the State Government to implement the Act forthwith. That has not been implemented as yet. As the city is severely hit with Dengue and the BMC is bound to face public stricture over no implementation of the Act of 2003, this new farce if contrived to divert public attention, if not guided by crime syndicate.

It appears, the hole design is to show the citizens that they are mere subjects under the mercy of fellows that brag to be their masters. They can sleep over the BMC Act, 2003 and can extinguish sound sleep of the people residing in Bhubaneswar by promulgating the dog regulation, as they like.

Chief Minister Naveen Patnaik seems to have developed a wrong notion that governance of Orissa in Oriya depends upon his mercy. His press-note of December 17 and full page display advertisement in major broadsheets of today force us to arrive at this apprehension.

In his December 17 press note it was declared that he had held a meeting with the five members of the ministerial committee on that day for the purpose of “strictly implementing the Orissa Official Language Act, 1954 in official and non-official level” to facilitate which a website has been floated by the government. In the full page multi-color advertisement in broadsheet dailies today, this is intriguingly missing.

The advertisement is designed to tell the people that Chief Minister Naveen Patnaik has taken historical steps to save and develop Oriya language, and has enumerated the steps he has taken. This is blatant lie. Neither he nor his government has executed any single item claimed to be “historical” in the official advertisement. The entire advertisement is nothing but false propaganda. Legends are the most misguiding mischief aimed at superimposing lies on reality so that indigenous people of an occupied land are kept too dazzled to see the dark face of the rulers and the class of exploiters can keep its victims subjugated to its authority, while forcing them to forget the heroic history of evolution of their own philosophy of life, their own splendid spiritual realizations, their own socio-economic uniqueness, their own ancient culture, their own valorous past, their own way of social integration and their own civilization.

We see this mischief galore in the context of Navakalevara of SriJagannatha.

So, here, we are to rip apart the legends and bring the reality of the Navakalevara to light, as thereby alone we can reach the lost uniqueness of the people of Orissa.

We will use Puri Sankaracharya’s self-proclaimed authority over Navakalevara to proceed with our purpose.

The Oriya daily SAMAJA founded by late Utkalmani Pandit Gopabandhu Das, to which, out of their love and reverence for the great humanitarian leader, the people of Orissa had and have been giving their financial and moral support, is in a menacing maze of forgery and loot.

Sadly, two of Gopabandhu’s trusted men – Lingaraj Mishra and Radhanath Rath – who, because of being known so, had the opportunity of becoming cabinet ministers in Orissa, were the masterminds and/or makers of the forgery from which the paper is yet to be salvaged.

Both of them – Lingaraj and Radhanath – had partnered with each other in forging the last WILL of Gopabandhu to grab the Samaja, which being Gopabandhu’s paper was of superb credibility and the greatest political instrument of the day.
