Orissa has a Chief Minister in Naveen Patnaik who has caused a Cabinet scam to keep Oriya Language disused in administration.

This Book depicts in details the legislative misconduct of the Chief Minister.

Official documents have been rightly used to show how legally approved draft Bills have been replaced by Sri Patnaik with unauthorized drafts in order only to kill the very purpose of the Orissa Official Language Act, 1954, as he has no ability to repeal the same .

The contents of the book shall serially be published here, in cause of Orissa.

ପୂର୍ବପ୍ରକାଶିତ ଉତ୍ତାରୁ

ବିଲାତି ଶାସନ ସଂକଳିତ ‘କୋରାପୁଟ ଗେଜେଟିଅର’ର ପୃଷ୍ଠା ୮୫ ରେ ଉଲ୍ଲେଖ ଅଛି:
“Sisti Karanas, originally Oriya, adopted Telugu language when Southern areas were lost to Oriyas.”

“କଚେରୀରେ ତେଲେଙ୍ଗା ବିଦ୍ୟା ପ୍ରଚାର ହେବାରୁ କ୍ରମେ କ୍ରମେ ଏ ଦେଶ ଲୋକଙ୍କର ଶ୍ରୀ ଚ୍ୟୁତ ହୋଇ ଯଶଃ ଶ୍ରୀ ବିଦ୍ୟା ବୁଦ୍ଧି ଲୋପ ହେବା ପ୍ରତ୍ୟକ୍ଷେ ସରକାରରୁ ନ୍ୟାୟ ଲଭିବାର ଦୁଷ୍କର ହୋଇଅଛି” ବୋଲି ଦର୍ଶାଇଥିଲା ଘୁମୁସରର ରସଲକୋଣ୍ଡା ଠାରେ ଦୀନବନ୍ଧୁ ପଟ୍ଟନାୟକଙ୍କ ଦ୍ଵାରା ଆୟୋଜିତ ଓଡ଼ିଆମାନଙ୍କର ପ୍ରଥମ ସମ୍ମିଳନୀ ୧୮୭୦ ସେପ୍ଟେମ୍ବର ୧୧ ତାରିଖରେ । ଓଡ଼ିଆ ଭାଷାକୁ ପୁନର୍ବାର ଦାପ୍ତରିକ ଭାଷା କରାଯାଉ, ନଚେତ ସବୁ ଓଡ଼ିଆ ଭାଷାଭାଷୀ ଅଂଚଳକୁ ଏକତ୍ର କରି ଗୋଟିଏ ଶାସନରେ ରଖାଯାଇ ସେଠାରେ ଓଡ଼ିଆକୁ ରାଜଭାଷା କରାଯାଉ ବୋଲି ଏହି ସମ୍ମିଳନୀରେ ଦାବି କରାଯାଇ ଏଥିରେ ସହଯୋଗ କରିବାକୁ “କଟକଜିଲ୍ଲା ଉତ୍କଳଦେଶୀୟ ମହାଶୟମାନଙ୍କୁ” ନିବେଦନ କରାହୋଇଥିଲା । ସେମାନଙ୍କୁ ଆହ୍ୱାନ ଦେଇ କୁହାହୋଇଥିଲା , “ଶାସ୍ତ୍ରାନୁସାରେ (ଅର୍ଥାତ୍ ସେମାନଙ୍କ ଭାଷା ସାହିତ୍ୟର ଭିତ୍ତି ଉପରେ) ଉତ୍କଳଦେଶ ସମଗ୍ର ଏକତ୍ର ହୋଇ ଓଡ଼ିଶା ଜିଲ୍ଲାରେ ରହିବା ଓ ସର୍ବତ୍ର ଉତ୍କଳ ଦେଶ ଅଦାଲତରେ ଉତ୍କଳ ବିଦ୍ୟା ପ୍ରଚଳ ହେବା ନିମିତ୍ତ ଭାରତବର୍ଷର ଶ୍ରୀଯୁକ୍ତ ରାଇଟ୍ ଅନରେବ୍ଲ ଗଭର୍ଣ୍ଣର ଜେନେରାଲ୍ ବାହାଦୁରଙ୍କ ହଜୁରରୁ ହୁକୁମ ହେବା କାରଣ କଟକ ଜିଲ୍ଲା ଉତ୍କଳ ଦେଶୀୟ ମହାଶୟମାନେ ଯଥୋଚିତ ତଦ୍ବିର କରି ଚିରସ୍ଥାୟୀ କୀର୍ତ୍ତି ରଖିବାର ଯଶଃ ପ୍ରକାଶ କରନ୍ତୁ ।”

ଅତଏବ ଓଡ଼ିଆ ଭାଷାରେ ଦପ୍ତର ଓ ଅଦାଲତଗୁଡ଼ିକ ନ ଚାଲି ଦକ୍ଷିଣ ଓଡ଼ିଶାରେ ତେଲୁଗୁ ଭାଷା ରାଜଭାଷା ହୋଇଯିବାରୁ ତଦ୍ଦ୍ଵାରା ଓଡ଼ିଆମାନଙ୍କର “ଯଶଃ ଶ୍ରୀ ବିଦ୍ୟା ବୁଦ୍ଧି ଲୋପ ହେବା” ଫଳରେ ନିଜ ମାତୃଭାଷା ଓଡ଼ିଆ ଯେପରି ଅଫିସ ଓ ଅଦାଲତମାନଙ୍କରେ ପୁନଃ ପ୍ରବର୍ତ୍ତିତ ହୁଏ ତା ପାଇଁ ଏକ ସ୍ୱତନ୍ତ ଓଡିଶା ପ୍ରଦେଶ ଗଠନ ପାଇଁ ଘୁମୁସର ସମ୍ମିଳନୀ ଆହ୍ୱାନ ଦେଇଥିଲା । ଏହା ଯଥୋଚିତ ବୋଲି ମତ ଦେଇ ଉତ୍କଳ ଦୀପିକା ସମ୍ପାଦକ ଲେଖିଥିଲେ:
“ବଙ୍ଗଳା ଓ ମଧ୍ୟପ୍ରଦେଶ ଅଧୀନରେ ଥିବା ଓଡ଼ିଆ ଭାଷାଭାଷୀ ଅଂଚଳରେ ସମସ୍ତ ସରକାରୀ କାର୍ଯ୍ୟାଳୟରେ ଓଡ଼ିଆ ଭାଷା ପ୍ରଚାର ଅଛି ……ଯେବେ ବଙ୍ଗଳା ଓ ମଧ୍ୟପ୍ରଦେଶରେ ଏପରି ହେଲା ତେବେ ମାନ୍ଦ୍ରାଜ ଗଭର୍ଣ୍ଣମେଣ୍ଟ ଅନ୍ତର୍ଗତ ଓଡ଼ିଶାରେ କାହିଁକି ଓଡ଼ିଆ ଭାଷାରେ ସରକାରୀ କାର୍ଯ୍ୟାଳୟମାନଙ୍କରେ କାର୍ଯ୍ୟ ନ ଚଳିବ?” (ଉତ୍କଳଦୀପିକା, ୨୨ । ୧୦ । ୧୮୭୦) । (କ୍ରମଶଃ)

ଏହି ପୁସ୍ତକର ପାଠ୍ୟ ଓଡ଼ିଆ ଜାତିର ଅବଗତି ପାଇଁ କ୍ରମାଗତ ଭାବେ ପରିବେଷଣ କରାଯିବ । ଆମ ରାଜ୍ୟଭାଷା ଭୟଙ୍କର ବିପଦରେ ।

କ୍ରମାନୁବୃତ୍ତି

ଓଡ଼ିଆ ଲୋକେ ନଜାଣିଥିବା ଭାଷାରେ ସେମାନଙ୍କ ଜମିଜମାର ରେକର୍ଡ ବି ତିଆରିହେଲା । ଦୃଷ୍ଟାନ୍ତ ସ୍ୱରୂପ ନିମ୍ନ ୩ ଗୋଟି ଦଲିଲ ଦ୍ରଷ୍ଟବ୍ୟ ।

ତେଲୁଗୁ ଅକ୍ଷରରେ ମୁଦ୍ରିତ ହୋଇଥିବା ‘କ’ ଚିହ୍ନିତ ଫର୍ମରେ ହାତରେ ଲେଖା ହୋଇଛି ଗଂଜାମ ଜିଲ୍ଲା ନିବାସୀ ଜଣେ ଓଡ଼ିଆଙ୍କ ନାମ ଓ ଠିକଣା । ଏହା କି ଫର୍ମ , କଣ ଏଥିରେ ଲେଖା ହୋଇଛି କିଏ ଜାଣେ ? ଏଇଟିକି ମୁଁ ବ୍ରହ୍ମପୁର ସହରର ଗାନ୍ଧିନଗର ୯ମ ସାହି ବାସିନ୍ଦା ଓଡ଼ିଆଭାଷାପ୍ରାଣ ଶ୍ରୀଯୁକ୍ତ ଭଗବାନ ସାହୁଙ୍କଠାରୁ ସଂଗ୍ରହ କରିଛି । ଏହା ୧୯୦୫ ମସିହାର ଏକ ଦସ୍ତାବିଜ । ଏଇଟି ତେଲୁଗୁ ଭାଷାରେ ମୁଦ୍ରିତ ହୋଇଥିବା ବେଳେ ‘ଖ’ ଚିହ୍ନିତ ଦଲିଲଟି ୧୮୯୭ର ଓ ସମ୍ପୂର୍ଣ ଓଡ଼ିଆରେ ମୁଦ୍ରିତ । ‘ଗ’ ଚିହ୍ନିତ ଦଲିଲଟି ୧୮୯୮ର । ଏଠାରେ ଓଡ଼ିଆ ଲେଖା ତଳେ ତେଲୁଗୁ ଭାଷାରେ ଲେଖା ଅଛି । ଏହାର ଅର୍ଥ ହେଲା , ୧୮୯୭ରେ ଗଞ୍ଜାମ ଜିଲ୍ଲାର ଦପ୍ତରମାନଙ୍କର ଭାଷା ସମ୍ପୂର୍ଣ୍ଣତଃ ନିରୋଳା ଓଡ଼ିଆ ହୋଇଥିବା ବେଳେ ୧୮୯୮କୁ ଓଡ଼ିଆ ସାଙ୍ଗକୁ ତେଲୁଗୁ ଚଳାଇ ୧୯୦୫ ବେଳକୁ ସମ୍ପୂର୍ଣ୍ଣ ତେଲୁଗୁରେ ଶାସନ ଚାଲିଥିଲା ବ୍ରିଟିଶ ଶାସନରେ । ଏହା ଫଳରେ ଓଡ଼ିଆ ଲୋକମାନେ ଏପରି ତଳିତଳାନ୍ତ ହୋଇଗଲେ ଯେ ଗଞ୍ଜାମର ‘ଶିଷ୍ଟକରଣ’ମାନେ ଓଡ଼ିଆ ଭାଷାଭାଷୀ ଭାଇଭଉଣୀମାନଙ୍କୁ ଆଇନ ଅଦାଲତରେ ହେଉ ବା ଜମିଜମା ବନ୍ଦୋବସ୍ତରେ ହେଉ ସାହାଯ୍ୟ କରିବା ପାଇଁ ତେଲୁଗୁ ଭାଷା ଆୟତ୍ତ କରିବାକୁ ବାଧ୍ୟ ହେଲେ । (କ୍ରମଶଃ)

ଓଡ଼ିଶାର ଆବିର୍ଭାବ
ଓଡ଼ିଆ ଭାଷାଭାଷୀ ଅଞ୍ଚଳଗୁଡ଼ିକୁ ଯଦି ଏକତ୍ର କରି ଗୋଟିଏ ପ୍ରଦେଶ ସୃଷ୍ଟି କରାନଯାଏ, ତେବେ କୌଣସି ଯଥାର୍ଥତା ନଥାଇ ଏପରି ଚାରି ଭାଗରେ ଭାଗ ଭାଗ ହୋଇରହିଥିଲେ ଏହି ସୂକ୍ଷ୍ମ ବୁଦ୍ଧିସମ୍ପନ୍ନ ଉତ୍କୃଷ୍ଟ ଜାତି ଯେଉଁ ସ୍ଵାଭାବିକ ଅଗ୍ରଗତି ପାଇଁ ହକଦାର, ହୁଏତ ତାହା ସମ୍ଭବ ହେବନାହିଁ ବୋଲି କହିଥିଲେ ମହାତ୍ମା ଗାନ୍ଧୀ ୧୯୨୦ ଫେବୃଆରୀ ୧୮ ତାରିଖରେ ୟଙ୍ଗ ଇଣ୍ଡିଆରେ (“This fine race cannot possibly make the natural advance which is its due, if it is split up into four divisions for no sound reason.” – Young India, 18 Feb.1920) । ସେ କହିଥିଲେ, ଓଡ଼ିଆ ଭାଷାଭାଷୀ ଅଞ୍ଚଳର ଏକତ୍ରୀକରଣ ଆନ୍ଦୋଳନ ଏକ ସାଧାରଣ ଆନ୍ଦୋଳନ ନୁହେଁ, ଭାରତରେ ଭାଷାଭିତ୍ତିକ ରାଜ୍ୟ ଗଠନର ବୃହତ୍ତର ପ୍ରସଙ୍ଗରେ ଏହା ଏକ ଯୁଗାନ୍ତକାରୀ ବିଭାବନା । (ଏଯନ) ।

କେଉଁ କାରଣ ହେତୁ ଓଡ଼ିଆ ଭାଷାଭାଷୀ ଭୂଖଣ୍ଡ ଏପରି ଚାରିଭାଗ ହୋଇଯାଇଥିଲା ? ‘ଓଡ଼ିଶା ପ୍ରଦେଶ ସୃଷ୍ଟିରେ ଗଣମାଧ୍ୟମ’ ବହିରେ ମୁଁ ଏହାର କାରଣ ଦର୍ଶାଇଛି । ଏହି କାରଣ ଥିଲା: ଭାରତକୁ ଦଖଲ କରିଥିବା ବ୍ରିଟିଶ ଅନୁପ୍ରବେଶକାରୀମାନଙ୍କ ମନରେ ଓଡ଼ିଆ ଲୋକଙ୍କ ମିଜାଜ ପ୍ରତି ଥିବା ଭୟଙ୍କର ଭୟ ।

ସେମାନେ କୂଟକୌଶଳ ଦ୍ଵାରା ଆମ ମାଟିରେ ଦଖଲଦାରୀ ଜାରି କଲାବେଳେ ଯେଉଁ ଭୟଙ୍କର ପ୍ରତିଘାତର ସମ୍ମୁଖୀନ ହେଲେ, ତାହାକୁ ଏକ ପ୍ରାଣାନ୍ତକ ଝଡ଼ ବୋଲି ବର୍ଣ୍ଣନା କରିଥିଲେ ସେମାନଙ୍କ ପ୍ରତ୍ୟକ୍ଷଦର୍ଶୀ ବିବରଣୀଲେଖକ ଜି. ଟୟନବୀ (“It was not long, however, before we had to encounter a storm which burst with so sudden fury as to threaten our expulsion, if not from the whole of Orissa, at least from the territory of Khurda.” – A sketch of the history of Orissa, G.Toynbee) ।

ଓଡ଼ିଶା ମାଟି ଏତେ ବୀରତ୍ୱବ୍ୟଞ୍ଜକ ଓ ଓଡ଼ିଆ ଲୋକଙ୍କ ମିଜାଜ ଏତେ କଡ଼ା ଯେ, ମିଲିଟାରୀ ବା ପୋଲିସ ବଳରେ ତାଙ୍କୁ ଆୟତ୍ତ କରି ହେବନି ଓ ବ୍ରିଟିଶ ବିରୁଦ୍ଧରେ ସେମାନଙ୍କ ସଂଘର୍ଷ ସବୁବେଳେ ଲାଗିରହିବ ବୋଲି ବିଚାରପତି ଡବ୍ଲ୍ୟୁ. ଫରେଷ୍ଟର ରିପୋର୍ଟ କରିଥିଲେ (“…..it is to be feared that, the nature of the country and the disposition of the inhabitants will always present formidable obstacles to the suppression of these disturbances either by military or police.” (Para 18 of W. Forrester’s Report to Commissioner Robert Ker, dt. 9.9.1818) । ଏହା ବ୍ରିଟିଶ ମନସ୍ତତ୍ତ୍ଵକୁ ଏପରି ଭୟାଛନ୍ନ କରି ରଖିଥିଲା ଯେ, କଳେ ବଳେ କୌଶଳେ ଓଡ଼ିଶା ଦଖଲ କଲା ପରେ, ଓଡ଼ିଆ ଜାତିର ଐକ୍ୟ ଉଜାଡ଼ି ଦେବାକୁ ଓଡ଼ିଆ ଭାଷାଭାଷୀ ଭୂଖଣ୍ଡକୁ ଭାଗଭାଗ କରିଦେଲେ କେବଳ ନୁହେଁ, ସେହି ବିଖଣ୍ଡିତ ଭାଗଗୁଡ଼ିକୁ ପଡ଼ୋଶୀ ପ୍ରଦେଶମାନଙ୍କରେ ମିଶାଇ ସେମାନଙ୍କ ଭାଷାର ଆଧିପତ୍ୟ ତଳେ ସଂଖ୍ୟାଲଘୁ ହୋଇପଡ଼ିଥିବା ଓଡ଼ିଆଙ୍କୁ ତଳିତଳାନ୍ତ କରିଦେଲେ । (To be continued)

Thought-provoking cartoonist Kishore Rath has succumbed to a sudden and very unexpected cardiac arrest last night in a government hospital at Bhubaneswar.

In his demise, Orissa has lost a very nice son.

He belonged by birth to Ex-State Khadapada and was very proud of his native place. Dhumpa, a folk music instrument, indigenous to Khandapada had a great participant and promoter in him.

We want to pay our tributes to the brilliant cartoonist by putting here one of his cartoons that had inspired many with the hope of resiliency during the dreaded days of Corona pandemic.

And to show how was he in his heart, here is the last loving touch he had given to his dear Dhumpa:

Sad that, the cruet Time forced this effervescent heart to stop.

Chief Minister Naveen Patnaik seems to have developed a wrong notion that governance of Orissa in Oriya depends upon his mercy. His press-note of December 17 and full page display advertisement in major broadsheets of today force us to arrive at this apprehension.

In his December 17 press note it was declared that he had held a meeting with the five members of the ministerial committee on that day for the purpose of “strictly implementing the Orissa Official Language Act, 1954 in official and non-official level” to facilitate which a website has been floated by the government. In the full page multi-color advertisement in broadsheet dailies today, this is intriguingly missing.

The advertisement is designed to tell the people that Chief Minister Naveen Patnaik has taken historical steps to save and develop Oriya language, and has enumerated the steps he has taken. This is blatant lie. Neither he nor his government has executed any single item claimed to be “historical” in the official advertisement. The entire advertisement is nothing but false propaganda. What a shame it is, that, the people of Orissa are taken for granted by their Chief Minister! Read more →
