What affects Orissa the most at the moment is: Rise of the Chief Minister’s private secretary V K Pandian as the super Chief Minister.

As far back as in 2013 I had exposed how he was emerging as an extraconstitutional ganglion in the Office of the Chief Minister in my report captioned ‘Super CM in Orissa CMO! the CM may please note‘.

Orissa, by then, had become so inane under Naveen’s dispensation that neither her people, nor her people’s representatives nor the news media organisations could think about how devastative that would be, unless the hyper shrewd PS is put on leash.

The shrewd PS gained over Sambad Editor Soumyaranjan Patnaik to establish himself as a person more powerful than the Chief Secretary, who heads the Executive Government.

‘Odisha Power List – 2016’, was a mischief deliberately designed to project Pandian as the most powerful person in Orissa. That he was the most powerful person next only to the Chief Minister of Orissa Naveen Patnaik and Central Minister Dharmendra Pradhan, was shown in the survey also a part of this design. By keeping Soumyaranjan Patnaik below Pandian in this list, the Kanak News team intelligently added credibility to this contrived game. And, then they, through their English organ ‘Odisha Sun Times’ imposed Pandian on the psyche of the members of BJD as the man on whom their political fate depends. In my editorial dated May 6, 2016 I had portended an anarchy in administration, if this design is not defeated. No one had bothered to pay any heed.

The same Soumyaranjan Patnaik and the same V.K.Pandian are at loggerheads now. EOW of the Crime Branch of Orissa Police has played havoc with the former’s media empire and Pandian has occupied the central position of the controversy, with sycophants projecting him as the future CM.

Anybody who stands for the State is now vulnerable to vagaries

So, how now is Orissa?

Eminent journalist Sandeep Sahu, in his Facebook wall, on September 21, has given a note that helps us have an inkling on what is happening in Orissa. He has said:

“I must admit I apprehend, for the very first time in my life, that the dirty tricks department of the ruling dispensation could be up to some mischief. I have never done anything illegal or have any skeletons in my cupboard. But the events of the last few weeks and months suggest that you don’t have to be in the wrong to be put in the dock. You can always be framed in a false case, ‘evidence’ can be cooked up by the agencies that work as the ‘greyhounds’ of the authoritarian government and you can be put behind bars for a crime that you haven’t done. Alternatively, the ‘unofficial’ hounds can be activated and the troll army let loose on social media to launch and run a vicious , below-the-belt vilification/character assassination campaign against you to force you to back off and fall at the feet of their masters.”

Orissa’s Press in pusillanimity

Chief Minister Naveen Patnaik’s crude conduct in reacting to a couple of recent editorials in the newspaper ‘Sambad’ has pushed Orissa’s media organisations into such a state of pusillanimity that, none of them finds strength to show fraternal support to the paper that brought in, with much patience and dedication, the modern era in publication of newspapers in Orissa.

The Chief Minister, who is the President of BJD, has ousted the party’s Vice-President Soumyaranjan Patnaik from membership of his party after the severe misrule in the State was discussed by Soumyaranjan in Sambad as its editor.

In announcing his action, Naveen Patnaik has declared that Soumyaranjan’s anti-people activities called for his dismissal. Alright, that is political and every political person is supposed to succumb to such actions if the party boss or politburo so decides. The Press has nothing to oppose to that. But, when official ads are denied to the newspaper owned by a political fellow by a political chief minister, it is certainly a matter for the Press to decry the action.

Denial of official ads to Sambad being an instance of severe infringement on freedom of press, we had urged upon all newspapers to stand in solidarity with the Sambad editor and refuse government ads till the chief minister withdraws his illegal off-the-records orders to keep Soumya’s paper on ban for official ads. But not a single newspaper has paid any heed to our call.

କଟକ ଚିନ୍ତା ବାଇମୁଣ୍ଡିକୁ । ରାଧାମୋହନ ଗଡ଼ନାୟକ ତାଙ୍କ କବିତାରେ ଯଦି ଏହା ଲେଖିନଥାନ୍ତେ, ତେବେ ବି କଟକ ସହରକୁ ଜାଣିଥିବା କୌଣସି ଓଡ଼ିଆ ଏହା ଜାଣନ୍ତିନି – ଏକଥା କେହି ବିଶ୍ଵାସ କରନ୍ତେ ନାହିଁ । କାରଣ, ଏହା ସର୍ବଜନବିଦିତ ଯେ,ବାଇମୁଣ୍ଡିଙ୍କ ହେତୁ ହିଁ କଟକ ସହର କାଳର କରାଳ କବଳରେ ବିଲୀନ ହୋଇଯିବା ପୂର୍ବରୁ ବଞ୍ଚିଯାଇଥିଲା । ତାଙ୍କ କଥା ମାନି ସମ୍ରାଟ ମର୍କତ କେଶରୀ ଯଦି କାଠଯୋଡ଼ି ବନ୍ଧ ନିର୍ମାଣ କରାଇ ନଥାନ୍ତେ, କଟକ ଆଜି ନଥାନ୍ତା ।

ନୌବାଣିଜ୍ୟ ପାଇଁ ସୁବିଦିତ ଆମ ଭୂଖଣ୍ଡର କଟକରେ ହିଁ ନିର୍ମିତ ହେଉଥିଲା ବିଶାଳକାୟ ଯେତେ ସବୁ ନୌକା ଯେପରି ଜଳଯାନ ସମଗ୍ର ଭାରତରେ କେଉଁଠି ବି ନଥିଲା । ବିଲାତ ସରକାରଙ୍କ ନ୍ୟାୟ ବିଭାଗ ସଚିବ ଡବ୍ଲ୍ୟୁ. ବି. ବେଲେଙ୍କୁ ବିଚାରପତି ଇ. ୱାଟସନ୍ ୩.୫.୧୮୧୭ ପଠାଇଥିବା ଏକ ପତ୍ରରେ ଏହା ଅବଗତ କରାଇ ଲେଖିଥିଲେ, “…….the boats were by far the best that I ever saw in any part of India.”

ଏହି ସବୁ ବିଶାଳକାୟ ଜଳଯାନ ନିର୍ମାଣ କରିବା ପାଇଁ ଆବଶ୍ୟକୀୟ କାଠ ଜଳପଥରେ ଆସୁଥିଲା ଆମ ରାଜ୍ୟର ପାର୍ବତ୍ଯ ଇଲାକାରୁ । ସେହି ସବୁ କାଠଭେଳାକୁ ମହାନଦୀରୁ ଚହଟାଇ ଆଣି ନିରାପଦରେ ସାଇତି ରଖିବା ପାଇଁ କାରିଗରମାନେ କଟକର ଚହଟା ଠାରେ ଏକ ଯୋରି ନିର୍ମାଣ କରିଥିଲେ, ଯାହା ଲୋକମୁଖରେ ହୋଇଯାଇଥିଲା କାଠଯୋରି । ବନ୍ୟା ପ୍ରଭାବରେ ଏହି ଯୋରି ବିଶାଳ ରୂପ ଧାରଣ କରି କାଠଯୋଡ଼ି ନଦୀ ଭାବେ ବିଦିତ ହେଲା ଓ ତା ତୋଢରେ କଟକ ସହର ଧୋଇହୋଇଯିବାର ଆଶଙ୍କା ଦେଖାଦେଲା । ଏହି ଭୟାନକ ବିପତ୍ତି ପାଇଁ ସମ୍ରାଟଙ୍କ ଦୃଷ୍ଟି ଆକର୍ଷଣ କରି କାଠଯୋଡ଼ିର ଗତିପଥ ବଦଳାଇ କଟକ ସହରକୁ ରକ୍ଷା କରିବାକୁ ଏକ ଶକ୍ତିଶାଳୀ ବନ୍ଧ ବାନ୍ଧିବା ପାଇଁ ଯେଉଁ ସାଧାରଣ ଓଡ଼ିଆ ଜଣକ ପ୍ରବର୍ତ୍ତାଇଥିଲେ, ସେ ହିଁ ବାଇମୁଣ୍ଡି ।

ଏହି ବାଇମୁଣ୍ଡିଙ୍କୁ ଓଡ଼ିଆବିଦ୍ଵେଷୀ ନବୀନ ପଟ୍ଟନାୟକ ପ୍ରାୟ ଦୁଇଦଶନ୍ଧିକାଳ ଚେଷ୍ଟା କରି ଶେଷରେ ମାରିଦେଇଛନ୍ତି । ଓଡ଼ିଶାର ଚଳନ୍ତି ଇତିହାସରେ ଏହି ଘଟଣା ଏକ କୁତ୍ସିତ ଅଧ୍ୟାୟ ଖଞ୍ଜିଛି । ଏହି ଜଘନ୍ୟ ଅପରାଧ ନବୀନ ପଟ୍ଟନାୟକ ଆରମ୍ଭ କରିଥିଲେ ୨୦୦୪ର ଫେବୃଆରୀ ମାସରେ, ଯାହା ସରିଛି ୨୦୨୩ର ସେପ୍ଟେମ୍ବରରେ ।

ଘଟଣାର ଗତିଧାରା

ରିଲାଏନ୍ସ ଅଧିପତି ଅମ୍ବାନୀଙ୍କ ଲୋଲୁପଦୃଷ୍ଟି ପଡ଼ିଥିଲା କଟକ ସହରର ସବୁଠୁ ମୁଲ୍ଯବାନ ସ୍ଥାନ ‘ବାଦାମବାଡ଼ି ବସ ଷ୍ଟାଣ୍ଡ’ ଉପରେ ଓ ନବୀନ ପଟ୍ଟନାୟକ ତାଙ୍କୁ ସେ ଜାଗାଦେବା ପାଇଁ ବାଟ ସଫା କରିବା କାମରେ ଲାଗିଯାଇଥିଲେ । ଓଡ଼ିଶା ହାଇ କୋର୍ଟ ହସ୍ତକ୍ଷେପ କରିନଥିଲେ ସେହି ସ୍ଥାନ ରିଲାଏନ୍ସ ମାଲିକାନାକୁ ଯାଇସାରିଥାନ୍ତା । ଲୋକେ କାଳେ ବିଦ୍ରୋହ କରିବେ ସେଥିପାଇଁ ସେତେବେଳେ ନବୀନବାବୁ ତାଙ୍କ ଭୁଆଁବୁଲାଇବା ପଦ୍ଧତ୍ତିର ଏକ ନୂଆ ପାଖୁଡ଼ା ଖୋଲିଥିଲେ । ତାହା ହେଲା, ଜନାକୀର୍ଣ୍ଣ ସହରରେ ସବୁ ଜିଲ୍ଲାରୁ ଓ ପ୍ରଦେଶ ବାହାରୁ ଆସୁଥିବା ଯାତ୍ରୀବାହୀ ମଟରଯାନମାନେ ଯେପରି ପ୍ରଦୂଷଣ ଖେଳାଉଛନ୍ତି ତାହାକୁ ପ୍ରତିହତ କରିବା ପାଇଁ ସହର ଉପକଣ୍ଠରେ ଏକ ଅତ୍ୟନ୍ତ ପ୍ରଶସ୍ତ ସ୍ଥାନରେ ଏକ ଆନ୍ତର୍ଜାତୀୟ ମାନର ‘ବସ୍ ଷ୍ଟାଣ୍ଡ’ ନିର୍ମାଣ ହେବ । ଏଥିପାଇଁ ନରାଜ ଆନିକଟକୁ ଲାଗି ମନୋରମ ଦୃଶ୍ୟସମ୍ପନ୍ନ ୩୦ ଏକର ସ୍ଥାନ ଚିହ୍ନଟ କରାଗଲା ଓ ୨୦୦୪ ଫେବୃୟାରୀ ୧୦ ତାରିଖରେ ନବୀନ ପଟ୍ଟନାୟକ ସେହି ବସ୍ ଷ୍ଟାଣ୍ଡର ଶିଳାନ୍ୟାସ କାଲେ । ନାମ ଥିଲା ‘ବାଇମୁଣ୍ଡି ବସ୍ ଷ୍ଟାଣ୍ଡ’ ।

କଟକ ସହରର ବହୁ ସହସ୍ର ବ୍ୟକ୍ତି, କଟକ ଭୁବନେଶ୍ବରର ସମ୍ବାଦଦାତାବର୍ଗ ଓ ବିଷୟସଂଯୁକ୍ତ ପଦାଧିକାରୀମାନଙ୍କ ସାଙ୍ଗକୁ ମନ୍ତ୍ରୀ, ନେତା ତଥା କଟକ ମେୟର ଯୋଗ ଦେଇଥିଲେ । ସେମାନଙ୍କ ନାମ ଉପରେ ପ୍ରଦତ୍ତ ଶୀଳ ଫଳକରେ ଖୋଦିତ ହୋଇଥିଲା ।

ନିଶ୍ଚୟ ସେ କାମ ଚାଲିଥିବ ବୋଲି ଆମ୍ଭେ ବିଶ୍ଵାସ ରଖିଥିବା ବେଳେ ୨୦୧୨ ଶେଷଭାଗରେ ସରକାର ପ୍ରଚାର କଲେ କି, କାଠଯୋଡ଼ି ପୋଲ ପୂର୍ବରୁ ଗୋପାଳପୁର ଠାରେ ପ୍ରତିଷ୍ଠା ହେବ ସେହି ବସ୍ ଷ୍ଟାଣ୍ଡ। ତେଣୁ, ୨୦୦୪ ଫେବୃୟାରୀରେ ନରାଜ ଆନିକଟ ପାଖରେ ଯେଉଁ ଅତ୍ୟାଧୁନିକ ବସ୍ ଷ୍ଟାଣ୍ଡର ଶିଳାନ୍ୟାସ କରିଥିଲେ ମୁଖ୍ୟମନ୍ତ୍ରୀ ନବୀନ ପଟ୍ଟନାୟକ ତାହାର କ’ଣ ହେଲା ଜାଣିବାକୁ ମୁଁ ଯାଇ ସେଠାରେ ପହଞ୍ଚିଥିଲି । ଦେଖିଲି ଯେ, ଶିଳାନ୍ୟାସ ସ୍ତମ୍ଭଟି ଏକଆଡ଼ିଆ ହୋଇ ରହିଛି ଓ ବସ୍ ଷ୍ଟାଣ୍ଡ ସ୍ଥାନରେ ଅତ୍ୟନ୍ତ ଦାମିକା ଲୁହାର ଛଡ଼ ଛନ୍ଦଣି ହୋଇ ସୁଦୃଶ୍ୟ ଲୌହ ପ୍ରାଚୀର ଓ ପ୍ରବେଶଦ୍ଵାର ତିଆରି ଚାଲିଛି । ସ୍ଥାନଟିକୁ ବିଦ୍ୟୁତ୍ ସଂଯୋଗ ପାଇଁ ଖୁଣ୍ଟ ପୋତା ବି ଚାଲିଛି । କିନ୍ତୁ ବସ୍ ଷ୍ଟାଣ୍ଡ ନିର୍ମାଣର ନାମଗନ୍ଧ ନାହିଁ ।

ନିରାପତ୍ତାରକ୍ଷୀଙ୍କ ଭିନ୍ନ ଆଉ କେହି ନଥିଲେ । ତାଙ୍କଠାରୁ ଜାଣିଲି , ସେଠାରେ କୌଣସି ବସ୍ ଷ୍ଟାଣ୍ଡ ନିର୍ମାଣ ହେବାର ପ୍ରଶ୍ନ ନାହିଁ , କାରଣ ସେ ସମଗ୍ର ସ୍ଥାନ ବୃନ୍ଦାବନ ଗାର୍ଡେନ ନାମକ ଏକ ଘରୋଇ ଦକ୍ଷିଣଭାରତୀୟ ସଂସ୍ଥା ନେଇଯାଇଛି ।

ରାଜ୍ୟ ପରିବହନ ବିଭାଗର ଜଣେ ଉଚ୍ଚ ପଦାଧିକାରୀ ନାମ ଗୋପନ ରଖିବା ସର୍ତ୍ତରେ ମୋତେ କହିଥିଲେ ମୁଖ୍ୟମନ୍ତ୍ରୀଙ୍କ ମୌଖିକ ନିର୍ଦ୍ଦେଶରେ ସେଠାରେ ବସ୍ ଷ୍ଟାଣ୍ଡ ନିର୍ମାଣରୁ ତାଙ୍କ ବିଭାଗ ଓହରି ଯାଇଛି । ବୃନ୍ଦାବନ ଗାର୍ଡେନ ଦକ୍ଷିଣ ଭାରତର ଏକ ବିଲ୍ଡର ସଂସ୍ଥା ବୋଲି ବି ସେ କହିଥିଲେ ।

ମୁଁ ଏହି ଖବର ପ୍ରକାଶ କରିଥିଲି ୧.୧.୨୦୧୩ ତାରିଖରେ । ଶୀର୍ଷକ ଥିଲା “New Year Exposure/Orissa Chief Minister suspected to have acted a comprador“, ଯାହାକୁ ଅନୁଶୀଳନ ନକଲେ ଓଡ଼ିଶା ବିରୁଦ୍ଧରେ ଏହି ଅପରାଧକୁ ବୁଝି ହେବନାହିଁ । ଯେଉଁ ମନ୍ତ୍ରୀ ଓ ନେତାମାନେ ଶିଳାନ୍ୟାସ ସମାବେଶରେ ଝଲସୁଥିଲେ, ସେମାନଙ୍କ ମଧ୍ୟରୁ କେହି ମଧ୍ୟ ଏହି ଖବର ପ୍ରକାଶ ପାଇଲା ପରେ ମୁଖ୍ୟମନ୍ତ୍ରୀଙ୍କୁ କୌଣସି ପ୍ରଶ୍ନ କରିନଥିଲେ । ପଂଚାନନ କାନୁନଗୋ ମୁଖ୍ୟମନ୍ତ୍ରୀଙ୍କ ଦଳ ଛାଡ଼ି ଏବେ କଂଗ୍ରେସରେ । ସେବେ ସେ ନୀରବ ଥିଲେ, ଏବେ ବି ନୀରବ । ମୁଖ୍ୟମନ୍ତ୍ରୀ ତ ପାଟି ଫିଟାଇବାକୁ ସାହସ କରିନାହାନ୍ତି ।

ଅଣଓଡ଼ିଆ ପ୍ରୀତିର କୁପରିଣତି

ମାତ୍ର ଭିତରେ ଭିତରେ ଷଡ଼ଯନ୍ତ୍ର ଚଳାଇ, ଯେଉଁ ଓଡ଼ିଆଟି ପାଇଁ କଟକ ସହର ବଞ୍ଚିଯାଇଛି ତା ନାମ ଲୋପ କରିଦେଇଛନ୍ତି ମୁଖ୍ୟମନ୍ତ୍ରୀ, ଗତ ୧୬ ତାରିଖରେ ଉଦ୍ଘାଟିତ ବସ୍ ଷ୍ଟାଣ୍ଡରେ । ଏହି ନୂଆ ବସ୍ ଷ୍ଟାଣ୍ଡ ନେତାଜୀ ସୁଭାଷ ବୋଷଙ୍କ ନାମାନୁସାରେ ନାମିତ ହୋଇଛି । ନେତାଜୀ କଟକର ଓଡ଼ିଆ ବଜାରରେ ଜନ୍ମ ହୋଇଥିଲେ ମଧ୍ୟ ଜଣେ ଅଣଓଡ଼ିଆ ବଙ୍ଗାଳୀ ଓ କଟକ ତଥା ଓଡ଼ିଶା ପାଇଁ ତାଙ୍କର କୌଣସି ନିର୍ଦ୍ଦିଷ୍ଟ ଅବଦାନ ନାହିଁ । ମହାତ୍ମା ଗାନ୍ଧୀ ଭାଷା ଭିତ୍ତିରେ ସ୍ଵତନ୍ତ୍ର ଓଡ଼ିଶା ପ୍ରଦେଶ ସୃଷ୍ଟି ଦାବିକୁ ଅତି ଦୃଢ ଭାବେ ସମର୍ଥନ କରିଥିବା ବେଳେ ନେତାଜୀ କେବେ ବି ଏହି ଦାବିକୁ ସମର୍ଥନ କରିନଥିଲେ, ଅଥଚ ଓଡ଼ିଶା ପ୍ରଦେଶ ସୃଷ୍ଟି ପାଇଁ ସର୍ବସ୍ଵ ତ୍ୟାଗ କରିଥିବା ମଧୁବାବୁଙ୍କ ପ୍ରତି ଅପମାନ ପ୍ରଦର୍ଶନ କରିଥିବା ମହତାବଙ୍କୁ ସେ କଂଗ୍ରେସ କାର୍ଯ୍ୟକାରିଣୀର ସଦସ୍ୟ ନିଯୁକ୍ତ କରିଥିଲେ । ଓଡ଼ିଆ ଭାଷା ବିଲୁପ୍ତିକରଣ ପାଇଁ କେତେକ କୁତ୍ସିତମନା ବଙ୍ଗାଳୀ ଯେଉଁ ଚକ୍ରାନ୍ତ ଚଳାଇଥିଲେ ତାକୁ ବି ସେ କେବେ ପ୍ରତିବାଦ କରିନଥିଲେ । ତଥାପି ଓଡ଼ିଆ ଜାତି ତାଙ୍କର କେବେ କୌଣସି ଅମର୍ଯ୍ୟାଦା କରିନାହିଁ ଓ ସମଗ୍ର ରାଜ୍ୟରେ ଅବଶ୍ୟକତାଠାରୁ ଅଧିକ ସମ୍ମାନ ମଧ୍ୟ ତାଙ୍କୁ ଦେଇଛି । ଓଡ଼ିଶାର ବିଭିନ୍ନ ଅନୁଷ୍ଠାନ ତାଙ୍କ ନାମରେ ନାମିତ ହୋଇଛି ଓ ପ୍ରାୟ ସମସ୍ତ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ସ୍ନାୟୁକେଦ୍ରରେ ତାଙ୍କ ପ୍ରତିମୂର୍ତ୍ତି ରହିଛି । କଟକ ସହର ନଥିଲେ, ଯେଉଁ ନେତାଜୀଙ୍କ ଜନ୍ମ ଓଡ଼ିଶା ମାଟିରେ ସମ୍ଭବ ହୋଇନଥାନ୍ତା ସେହି କଟକ ସହର ଯାହାଙ୍କ ହେତୁ ଧରାପୃଷ୍ଠରେ ବଞ୍ଚି ରହିଛି, ସେହି ବାଇମୁଣ୍ଡିଙ୍କ ନାମରେ ନାମିତ ବସ୍ ଷ୍ଟାଣ୍ଡ ପ୍ରକଳ୍ପରୁ ବାଇମୁଣ୍ଡିଙ୍କ ନାମ କାଟି ନେତାଜୀଙ୍କ ନାମରେ ତାହାକୁ ନାମିତ କରିବା କାମ ନବୀନ ପଟ୍ଟନାୟକ କରିଛନ୍ତି, କାରଣ ତାଙ୍କ ଧମନୀରେ ବଙ୍ଗାଳୀ ରକ୍ତ ପ୍ରବାହିତ ହେଉଛି । କଟକ ବସ୍ ଷ୍ଟାଣ୍ଡ ପ୍ରକଳ୍ପରୁ କଟକକୁ ରକ୍ଷା କରିଥିବା ବାଇମୁଣ୍ଡିଙ୍କ ନାମ ଲୋପ କରାଯିବା ନବୀନଙ୍କ ପ୍ରଚଣ୍ଡ ଓଡ଼ିଆ ବିଦ୍ବେଷର କୁପରିଣତି ।

ମୋର ଏହି ୱେବସାଇଟରେ ଥିବା ଉପରୋକ୍ତ ରିପୋର୍ଟ ପ୍ରକାଶ ପାଇଲା ପରେ ମୁଖ୍ୟମନ୍ତ୍ରୀ ଘାବେରେଇ ଯାଇଥିଲେ । କା’ଣ ହେଲା କେବଳ ତାଙ୍କୁ ହିଁ ଜଣା, ଯେଉଁ ଘରୋଇ ଅଣଓଡ଼ିଆ ଦକ୍ଷିଣ ଭାରତୀୟ ଓଡ଼ିଶାର ସରକାରୀ ଅର୍ଥରେ ସମୁନ୍ନତ ହୋଇଥିବା ସେହି ଅତି ମୁଲ୍ଯବାନ ଜାଗାକୁ ଅବୈଧ ଭାବେ ଅକ୍ତିଆର କରିଥିଲା, ସେ ସେହିପରି ତାକୁ ପକାଇ ରଖିଛି । ନେତାଜୀଙ୍କ ନାମରେ ନାମିତ କଟକର ନୂଆ ବସ୍ ଷ୍ଟାଣ୍ଡ ମୁଖ୍ୟମନ୍ତ୍ରୀ ଉଦ୍ଘାଟନ କଲା ପରେ ମୁଁ ମୋ ଭଣଜା ‘ଚାଚା’ କୁ କହିଥିଲି ସେହି ଜାଗାକୁ ଯାଇ ତାହା ଏବେ କିପରି ଅଛି ତହିଁର କିଛି ଫଟୋ ମୋ ପାଖକୁ ପଠାଇବା ପାଇଁ । ତହିଁରୁ କେଇଟା ମୁଁ ଏଠାରେ ସ୍ଥାନିତ କରୁଛି ।

ସ୍ଥାନଟିର ପ୍ରବେଶ ଦ୍ଵାର ଓ ସଲଗ୍ନ ଚଟାଣର ଫଟୋଦୁଇଟି ପ୍ରତି ଦୃଷ୍ଟି ଦେଲେ ମନେହୁଏ ନେତାଜୀଙ୍କ ନାମରେ ନୂଆ ବସ୍ ଷ୍ଟାଣ୍ଡ ନିର୍ବାଧା ନିର୍ମାଣ ହେଲା ପରେ ପ୍ରାୟ ଦଶ ବର୍ଷର ନିଦ୍ରା ଶେଷରେ ଏହି ଜାଗାରେ ଟାଇଲ ବିଛା ଆରମ୍ଭ ହୋଇଛି । ନରାଜ ଆନିକଟର ଚିରସ୍ଥାୟୀ ସୁନିଳ ଜଳ ଭଣ୍ଡାରରୁ ସଂପୂର୍ଣ୍ଣ ମୁକ୍ତ ବାୟୁ ପ୍ରବାହ ଦ୍ଵାରା ସଦା ସ୍ଵାସ୍ଥ୍ୟକର ଏହି ମହାର୍ହ ଭୂମଣ୍ଡଳ ନବୀନ ପଟ୍ଟନାୟକ କେଉଁ ଅଣଓଡ଼ିଆକୁ ଦେଇଛନ୍ତି ଓ ସେହି ଗୁପ୍ତ ପ୍ରକ୍ରିୟାରେ କଟକର ସବୁଠୁ ବେଶୀ ଜନସମାଗମ ହେବାକୁ ଥିବା “ବାଇମୁଣ୍ଡି ବସ୍ ଷ୍ଟାଣ୍ଡ”ରୁ ବାଇମୁଣ୍ଡିଙ୍କ ନାମ ଲୋପ କରି ସାଧାରଣ ଲୋକଙ୍କ ଭାବସତ୍ତାରେ ଥିବା ବାଇମୁଣ୍ଡିଙ୍କୁ ମାରିଦେଇଛନ୍ତି ତାହା ଉପରେ ତୁରନ୍ତ ତଦନ୍ତ ଆବଶ୍ୟକ ।

Orissa CM dances to the tune of Pandian ! Rule of Law in trammels: Governor silent when an Editor revolts

In these pages, almost a decade ago on October 7, 2013, I had warned Chief Minister Naveen Patnaik that his private secretary V.K.Pandian was emerging as the Super Chief Minister. This anarchy, unless done away with, rule of Law in Orissa would be in trammels. The caption was “Super CM in Orissa CMO! The CM may please note” and many a members of the then cabinet had told me that the CM’s attention was drawn to the same. In fact, for a few months thereafter, Pandian was found to have tamed himself not to be that aggressive which the report had exposed.

But, now, it seems, he has practically been accepted as the super CM to whose tune CM Naveen Patnik has been dancing shamelessly!

Rule of Law in Orissa is in severe trammels, with a Governor too confused to express displeasure over the marked decadence in adherence to “The Rule of Business” which under Article 166 of the Constitution the State’s Governor has framed and promulgated. Contravention of these Rules is a serious administrative misconduct that warrants his displeasure, he knows. But Governor Ganeshi Lal is an agent of the Central Government that wants the misrule of BJD to continue so that Modi’s party would be the ultimate beneficiary of public wrath against the nonchalant Naveen Patnaik.

Rule of Business has defined every responsibility in administration. Departments are named and their responsibilities are earmarked. Ministers including the Chief Minister have their respective responsibilities and the Secretaries have theirs. In a department allotted to a Minister, he/she heads the Political Government, whereas in the same department, the Secretary heads the Executive Government. All the departments created under and named in the Rules of Business are as constitutional under Article 166 as are the concerned Ministers and Secretaries. Any mischief created beyond this framework is unconstitutional and hence the Chief Minister branding Pandian as 5T Secretary is blatantly unconstitutional.

The first voice

When our people were sleeping and media was, as a whole, celebrating the claim of Eastern Media (The Kanak News) that its survey has shown Pandian to be more powerful than the Ministers, even the Chief Secretary, I had discussed the syndrome under the caption ‘When CM’s PS is more powerful than the State’s CS, it is Anarchy‘. I had closed this editorial, with the following words:

I waited till now to know how Pandian reacts to this exposure that he “pull(s) the strings of the Chief Minister’s office” and he “wields enormous power in not only the government, but also Biju Janata Dal”. He seems enjoying this recorded glory.

How does the Chief Secretary – the number one authority over Orissa’s bureaucracy – who legally heads the Executive Government, react to this? How is a paid government servant “wields enormous power” in “Biju Janata Dal”? This being on records, why has he not been asked to explain his position in this respect, as yet?

If this is not anarchy, what else is?

A design of power

Mr. Soumyaranjan Patnaik’s media house endeavored to project Pandian as Orissa’s third most powerful person (next only to the Chief Minister Naveen Patnaik and Central Minister Dharmendra Pradhan) when Bhasha Andolan for governance of Orissa in Oriya had engaged the Chief Minister in finding ways to sabotage my proposed Law adopted by the Ministerial Committee. Soumyababu was the strongest media supporter of this Andolan. But, eventually, in order to have a seat in the Rajya Sabha, he sabotaged the Bhasha Andolan and with a self-generated distinctiveness of a server of Naveen’s interest, he joined BJD, controlled by Pandian.

He even subjected Bhasha Andolan to a complete blackout in Sambad, as I refused to succumb to his pressure to withdraw the agitation. I have given words to this sordid design of power in my report to the nation of the Oriyas under the title ORIYA BHASHAKU NABINANKA MARANAAGHAT (Naveen’s deathblow to Oriya language).

But the Time’s design is different. The Party he joined after putting my campaign into a complete blackout in his media network,is subjecting him to a political blackout at the moment!

No sooner had he taken oath as a member in the Rajya Sabha than he resigned under a dream of becoming a minister in the State and to eventually become the Chief Minister after Naveen, with the BJD suffering a dearth of Chiefministerial candidate. He managed to have the neccessary BJD ticket for a seat in the Assembly from Khandapara Constituency and won. But his dream couldn’t be achieved as yet.

Out of cocoon

Time changes. So also changes the stance of peresons in public life. The Editor of the Sambad in the heart of the politician that Soumyaranjan certainly is, has come out of his cocoon and has almost echoed what I have been saying in these pages since a decade. The time he has picked up to revolt is significant, as the entire State is visibly embarassed with the Chief Minister dancing to the tune of Pandian.

That Soumya’s revolt has put the government in fidgets is amply evidenced in the fact that his newspaper Sambad has not only been jettisoned as carrier of Government’s ads, but also noteworthy BJD leaders have started using sharp words against him for his editorial on the discernible misrule, wherein he has pointed fingers at Pandian for his unruly conduct. After Anubhav Patnaik , Arun Sahoo and Atanu Sabyasachi Nayak, Pratap Dev has become the tongue of the ruling party to the extreme extent of calling him a blackmailer. One may deduce that the CM’s men are casting forth such anger against Soumyaranjan in an orchastrated manner after he raised allegations against Pandian, though none of these BJD leaders are rejecting Soumya’s allegation that the CM is dancing to the tune of Pandian.

An intersting development

It is interesting to note that Orissa Pradesh Congress has all on a sudden jumped into the fray by castigating the BJD fellows for attributing selfish motive to Soumyaranjan’s tirades against Pandian. A spokesman of PCC has gone upto saying that if Soumyababu prefers to rejoin the Congress, the party would feel fortunate to welcome him!

All these political achrobatics, watched with keen interest in the State, are silently dragging both Naveen Patnaik as Chief of the Political Government and Pradip Kumar Jena, IAS as the Chief of the Executive Government to an answerable situation, as they are silent so far on the very vexing issue of administrative discipline, to which is Pandian bound, as an IAS officer.

If truly Orissa CM is dancing to the tune of Pandian, the rule of Law in Orissa is evidently in trammels. Revolt of the Sambad Editor in the heart of the politician Soumyaranjan is certainly the most welcome development.

Newspapers should stand in solidarity with the Sambad and refuse official ads

To your site, arbitrary denial of official ads to Sambad was not acceptable, as it very menacingly affects freedom of Press. I was the first to have condemned the State Government’s imprudent action in the social media. Many in facebook have echoed my concern.

I am consious that, the paper’s owner-cum-editor Sri Soumya Ranjan Patnaik, in order to ingratiate himself with Chief Minister Naveen Patnaik, had ordered his newsdesk to blackout Bhasha Andolan in Sambad, when I had refused his personal pressure to stop the Black Flag Campaign, that is espousing the right of our people to be governed/served in our official language – Oriya. This misconduct of Sri Patnaik is precisely depicted under a caption MEDIA MUHANRE TUNDI (muzzle on the media) in my documented book ORIYA BHASHAKU NAVEENANKA MARANAAGHATA (Naveen’s deathblow to Oriya Language) at p.178-79 .

Yet, I must admit, when there is no political opposition in the State, almost all the opposition members are discernibly docile to the Chief Minister in the Assembly, except a few Oriyas in social movements, it is only the Sambad that has ignored its owner’s political link and acted as the speaking opposition to the anarchical administration that has already crippled Orissa in many spheres.

Orissa’s media, as a whole, has been dragged by the Chief Minister into a state of ignominy by forcing it to accept whatever the Government wants them to carry. Their reporters/representatives are dinied assess to sources of information. Never before in Orissa the Press was in such predicament.

Despite having politically gained after putting Bhasha Andolan in blackout, Sri Soumya Ranjan Patnaik has corrected himself by encouraging reporters and editors of his organisation to expose the misdeeds of the Government.

Orissa is in deep quagmire.

A man of severe legislative misconduct, who has subjected his Cabinet to a scam the like of which is never seen anywhere in the world,and who has secretly changed the Bill created on the basis of the official memorandum adopted in the State Cabinet on 14 March 2018 and has used a blatantly unauthorised forged Bill to ruin the Orissa Official Language Act, 1954 in order to destroy the people’s right to be governed in their State language, is, to the shame of Orissa, her Chief Minister!

Oriya Newspapers had taken the pivotal role in creation of Orissa on the basis of the people’s language. Hence, the newspapers of Orissa must come together to save their own creation – Orissa – from Naveen Patnaik’s pernicious grip. If they like, they should free themselves from Naveen’s yoke.

I urge upon them all to please decide to be in the side of the people. If they decide to stand with the people of the State, their readers, they should follow the path the Sambad has shown. People want to know the misdeeds of this Government in details in the pages of the newspapers they read.

As an instance of commitment to Freedom of Press, they should refuse to publish official ads till at least issuance of advertisements to Sambad resumes.

Orissa is to win, none else.

Oriya Language created Orissa and therefore Orissa must be ruled by Oriya Language

Chief Minister Naveen Patnaik seems to have developed a wrong notion that governance of Orissa in Oriya depends upon his mercy. His press-note of December 17 and full page display advertisement in major broadsheets of today force us to arrive at this apprehension.

In his December 17 press note it was declared that he had held a meeting with the five members of the ministerial committee on that day for the purpose of “strictly implementing the Orissa Official Language Act, 1954 in official and non-official level” to facilitate which a website has been floated by the government. In the full page multi-color advertisement in broadsheet dailies today, this is intriguingly missing.

The advertisement is designed to tell the people that Chief Minister Naveen Patnaik has taken historical steps to save and develop Oriya language, and has enumerated the steps he has taken. This is blatant lie. Neither he nor his government has executed any single item claimed to be “historical” in the official advertisement. The entire advertisement is nothing but false propaganda. Legends are the most misguiding mischief aimed at superimposing lies on reality so that indigenous people of an occupied land are kept too dazzled to see the dark face of the rulers and the class of exploiters can keep its victims subjugated to its authority, while forcing them to forget the heroic history of evolution of their own philosophy of life, their own splendid spiritual realizations, their own socio-economic uniqueness, their own ancient culture, their own valorous past, their own way of social integration and their own civilization.

We see this mischief galore in the context of Navakalevara of SriJagannatha.

So, here, we are to rip apart the legends and bring the reality of the Navakalevara to light, as thereby alone we can reach the lost uniqueness of the people of Orissa.

Samaja in Maze of Forgery: Two former Ministers of Orissa – Lingaraj Mishra & Radhanath Rath forged the WILL of Gopabandhu; Both benefitted till their death; SoPS continues to Loot

The Oriya daily SAMAJA founded by late Utkalmani Pandit Gopabandhu Das, to which, out of their love and reverence for the great humanitarian leader, the people of Orissa had and have been giving their financial and moral support, is in a menacing maze of forgery and loot.

Sadly, two of Gopabandhu’s trusted men – Lingaraj Mishra and Radhanath Rath – who, because of being known so, had the opportunity of becoming cabinet ministers in Orissa, were the masterminds and/or makers of the forgery from which the paper is yet to be salvaged.

Both of them – Lingaraj and Radhanath – had partnered with each other in forging the last WILL of Gopabandhu to grab the Samaja, which being Gopabandhu’s paper was of superb credibility and the greatest political instrument of the day.
