Language activists associated with the silent black-flag campaign (Bhasha Andolan) for governance of Orissa in Oriya, in a State Level Conference held here in the auditorium of Lohia Academy on July 17, have unanimously adopted a series of resolutions urging upon the Government to amend the Orissa Official Language Act, 1954 and the Orisha Official Language Rules, 2016 accordingly, in order to ensure that the people Orissa get all official services in their mother tongue, a necessity for which this first linguistic province of Orissa was created in 1936 at the summit of a linguistic nationalist movement of the members of the Oriya race that had commenced in 1870.
Founder of Bhasha Andolan Subhas Chandra Pattanayak presented deeply researched details of how the Government have ruined the very purpose of creation of the State of Orissa by wrongful amendment of the Orissa Official Language Act and by hiding the Rules he had prescribed in the Ministerial Committee, created for working of the Act, under a specific Code in 2015.
Chaired by eminent scientist Dr. Asok Misra, the conference heard the President of Lok Shakti Abhiyan Prafulla Samantary, Prof. Kamala Praasad Mohapatra, Prof. Biswaranjan, Freelance Columnist Tusharakanta, CPM leader Pradipta Nayak, Journalist and social activist Ashok Parida, Journalist Bhubanmohan Mohanty, Social activist RamShankar, Journalist Deviprasanna Nayak, Agro-journalist Kamalalochan Nayak, Advocate Girijakant Mishra,Sarada Mohapatra, and Lingaraj Swain – all of whom have participated in the black-flag-campaign and adopted the following resolutions unanimously. They were moved by Kamalalochan Nayak, Member of the Presidium of Bhasha Andolan and seconded by another member of the Presidium Girijakant Mishra. Here are the Resolutions adopted in Oriya.
ଭାଷା ଆଂଦୋଳନର ଏହି ପ୍ରଥମ ରାଜ୍ୟସ୍ତରୀୟ ମାତୃଭାଷାପ୍ରେମୀ ସମ୍ମିଳନୀ ରାଜ୍ୟ ସରକାରଙ୍କୁ ପ୍ରସ୍ତାବ ଦେଉଛି କି,
୧। ଓଡ଼ିଶା ସରକାରୀ ଭାଷା ଆଇନରେ ଅନଧିକୃତ ଭାବେ ଖଞ୍ଜା ଯାଇଥିବା ଧାରା ୪ କୁ ରଦ୍ଦ କରାଯାଉ ;୨। ରାଜ୍ୟ ମନ୍ତ୍ରୀମଣ୍ଡଳର ୧୪.୩.୨୦୧୮ ତାରିଖର ନିଷ୍ପତ୍ତିକୁ ଲୁଚାଇ ରଖି ୨୬.୧୨.୨୦୧୭ ତାରିଖର ଅତିକ୍ରାନ୍ତ ପ୍ରସ୍ତାବ ସହ ଯୋଡ଼ାଯାଇ ଯେଉଁ ୪କ ଧାରା ତିଆରି କରାଯାଇଛି ତଦ୍ଦ୍ଵାରା ମୂଳ ଭାଷା ଆଇନର ସୀମା ସଂକୋଚନ ହୋଇଥିବା ହେତୁ ଓ ତାହା ଓଡ଼ିଶା ପ୍ରଦେଶ ସୃଷ୍ଟିର ଉଦ୍ଦେଶ୍ୟ ପଣ୍ଡ କରିବା ପାଇଁ ଉଦ୍ଦିଷ୍ଟ ଥିବା ହେତୁ ତାହାକୁ ବିଲୋପ କରାଯାଇ ମୂଳ ଭାଷା ଆଇନର ଧାରା ୧ର ଉପଧାରା (୨) ଓ ଧାରା ୨ର ଉପଧାରା (୧)କୁ ଶକ୍ତିଶାଳୀ ଓ ଅଲଙ୍ଘ୍ୟା କରିବା ପାଇଁ ନୂତନ ଧାରା ପ୍ରଣୀତ ହେଉ;
୩। ଓଡ଼ିଶା ସରକାରୀ ଭାଷା ଆଇନର ନିଖୁଣ କାର୍ଯ୍ୟକାରୀତା ପାଇଁ ଭାଷା ଆଂଦୋଳନର ପ୍ରତିଷ୍ଠାତା ଶ୍ରୀ ସୁଭାଷ ଚନ୍ଦ୍ର ପଟ୍ଟନାୟକ ମନ୍ତ୍ରୀସ୍ତରୀୟ କମିଟିରେ ଦେଇଥିବା ନିୟମାବଳୀକୁ ବିଧିକ ରୂପ ଦିଆଯାଉ ଓ ତଦନୁଯାୟୀ, ଓଡ଼ିଆ ଭାଷାରେ ସେବା ନ ଦେବା କର୍ମଚାରୀ ଓ କର୍ତ୍ତୃପକ୍ଷଙ୍କୁ ଦଣ୍ଡବିଧାନ ପାଇଁ ଆପତ୍ତି ଉଠାଇବାର ଓ ମକଦ୍ଦମା କରିବାର ଅଧିକାର ଓଡ଼ିଆ ଜାତିର ପ୍ରତ୍ୟେକ ସଦସ୍ୟଙ୍କୁ ପ୍ରଦତ୍ତ ହେଉ;
୪। ଓଡ଼ିଶା ସରକାରୀ ଭାଷା ଆଇନର କାର୍ଯ୍ୟକାରୀତା ତନଖିବା ଓ ନିଜର ଅଭିମତ ଓ/ବା ଆପତ୍ତି ଅଭିଯୋଗ ରଖିବା ପାଇଁ ଏକ ମଞ୍ଚ ଭାବେ ଯେଉଁ ସ୍ଵତନ୍ତ୍ର ୱେବ୍ ସାଇଟ୍ ନିର୍ମିତ ହୋଇଥିଲା ତାହାକୁ ନିଷିଦ୍ଧ ରଖାନଯାଇ ସାର୍ବଜନୀନ କରାଯାଉ ।
