We as a people would profoundly appreciate if the steps the State is projecting to have taken to save us from the Corona catastrophe are genuine and verifiable.
Government of Orissa have not yet been able to inform our people of the details of how this calamity is going to be controlled.
All the official guidelines and notifications in the matter are in a foreign language. None of them is available in the mother tongue of the people. So, people in general do not know how grave is the situation and what role they have to play to supplement the official endeavors to overcome it.
We in the Ministerial Committee for Governance of Orissa in Oriya language, had built up a website styled ORIYARE SHASANA (ଓଡ଼ିଆରେ ଶାସନ) under the URL http://odia.odisha.gov.in/, which still exists. All the official notifications and guidelines on COVID-19 or Corona as is popularly known, should have been put there in Oriya. It is not done, because of the anglicized mentality of the Chief Minister, his brother ministers and the mandarins, as a result of which the general public is kept in blatant dark about the catastrophe. We had demanded that all the guidelines and notifications in this regard should be translated into Oriya and put in this entirely Oriya Language Website for knowledge of the people so that they can know how best to cooperate with the government in facing successfully the monstrous tragedy. The Government has not paid heed to it as yet. On the other hand,the Government has created another website addressed somewhat to Corona under the URL https://covid19.odisha.gov.in/. But it has sadly remained a site of the Chief Ministers personal propaganda.
Without helping the people know the details of this disaster they are being treated as ships or goats and the Police is pressed to shepherd them into their homes.
And, in such state of public ignorance about the nature of the virus and plans to defeat the same, the Police constables and home guards – equally or more manifestly ignorant – have been given such freedom that they are busy in deriving a sadistic pleasure by having a carte blanche to violate the Law of the land, oblivious even of the Police Manual.
Neither Section 188 of Indian Penal Code, 1860 not Section 3 of The Epidemic Diseases Act, 1897, which the constables are citing from the Law promulgated by the British in India, authorizes them to play havoc with the dignity of whosoever they want. But, this is what they are doing in the name of controlling Corona.

How Police has brutalized some of our brethren here is for everybody to mark. But the threat to outrage their anus is what the police minister i.e. the Chief Minister must react to.
We will not allow ourselves to be passive onlookers to return of the British Raj under the cover of Covid-19.
As a member of the proud race of Oriyas, whose disposition even the British was afraid of (Joint Magistrate W.Forrester to Commissioner Robert Ker, dt.9.9.1818), I feel ashamed of our own government subjecting our people to such unprecedented humiliation, particularly when morale of the people needs be kept high to combat a catastrophe they are yet to know in details.
I reiterate that all the official guidelines and notifications posted in https://health.odisha.gov.in/, https://www.osdma.org/#maincontent and other places be forthwith translated into Oriya and placed in the website – ଓଡ଼ିଆରେ ଶାସନ – for information of the people of Orissa who have every right to save themselves, their families and dear ones from this dreaded disaster.
Thus saying, I appeal to all our beloved brothers and sisters to maintain physical distance from each other to such extent and with such sincerity that the dear ones stay safe.
