Media must have to stand with the people, when the CM is ruining democracy: Sampad Mohapatra

When none but the Chief Minister is ruining democracy, media must have to come out of its own cocoon of avarice to stand with the people of Orissa, said eminent journalist Sampad Mohapatra, whom the people’s channel ‘Bada Khabar’ felicitated with ‘LIFETIME ACHIEVEMENT’ award while celebrating its reemergence (Punarjanma) this evening. The auditorium of the Gita Govinda Sadan was jampacked to witness the event.

Former Minister and BJP leader Bijay Mohapatra, who felicitated Sampadababu on behalf of the channel, said that, anarchy has engulfed Orissa with the chief minister delegating his powers to an extraconstitutional person, which no law of the land ever countenances. The administrative system has collapsed, as is evident in members of bureaucracy dazzling like rulers and ministers appearing like mere minions in administration with secretaries ruling the roost in their respective departments, he said. He congratulated Bada Khabar over its resilience after the trauma it had to suffer in the hands of administration under concocted pleas. Earlier, while welcoming the audience and guests, the Channel’s founder and editor Sri Ardhendu Das had given an account of the trauma he had to suffer for standing with the common public against unprecedented misrule.
Bijay Patnaik, former chief secretary of Orissa and presently a Congress leader expressed deep anguish over decadence of democratic norms in the State and warned that, if pillars of democracy – Legislature, Executive, Judiciary and Press crumble like what is happening now, the people, who created for themselves the democracy, will not remain silent spectators for all times to come. Independent media like Bada Khabar will show the way, he said.
On this occasion, a marked conscious citizen Hemant Mohanty was chosen to represent the public on the dais. He congratulated Bada Khabar over it taking the side of the people and greeted Sampadbabu, who, to him, is a paragon of journalistic virtues.
The Channel felicitated all its journalists and team members for their solidarity with it during the days of gloom.

[ଓଡ଼ିଆ ଜାତିର ପରିଚୟ ନିହିତ ତା ଭାଷାରେ । ଇଂରେଜ କବଳରେ ତା ଭାଷା ଉପରେ ବିପଦ ଦେଖାଦେଇଥିବା ହେତୁ ସମଗ୍ର ଓଡ଼ିଆ ଜାତି ମଧୁବାବୁଙ୍କ ନେତୃତ୍ବରେ ପୃଥିବୀର ଅଦ୍ଵିତୀୟ ଶାନ୍ତିପୂର୍ଣ୍ଣ ଆନ୍ଦୋଳନ କରିଥିଲା ଓ ଉପନିବେଶବାଦୀ ଇଂରେଜ ବାଧ୍ୟ ହୋଇଥିଲା ମଥା ନୋଇଁବାକୁ ; ଆବିର୍ଭୂତ ହୋଇଥିଲା ଭାଷାଭିତ୍ତିକ ପ୍ରଦେଶ – ଓଡ଼ିଶା । ସୁତରାଂ ଓଡ଼ିଶାର ସର୍ବତ୍ର ସମସ୍ତ କାର୍ଯ୍ୟାଲୟରେ କର୍ମ ସମ୍ପାଦନର ଭାଷା ହେବ ଓଡ଼ିଆ ବୋଲି ସମ୍ବିଧାନ ଅନୁଯାୟୀ ଗଠିତ ଓଡ଼ିଶାର ପ୍ରଥମ ବିଧାନସଭା ଆଇନ ପ୍ରଣୟନ କରିଥିଲା ୧୯୫୪ରେ । ସେହି ଓଡ଼ିଶା ଆତ୍ମଗ୍ଲାନୀରେ ଲହସି ପଡୁଛି, ଯେତେବେଳେ ତା’ର ଶାସନଗାଦିରେ ଦୀର୍ଘ ୨୩ ବର୍ଷ ଧରି ରହିଥିବା ମୁଖ୍ୟମନ୍ତ୍ରୀ ନବୀନ ପଟ୍ଟନାୟକ ପ୍ରତିଦିନ ଏହି ଆଇନର ଉଲ୍ଲଂଘନ କରୁଛନ୍ତି , ଓଡ଼ିଆ ଭାଷାରେ କାମ କରିବା ଦୂରେ ଥାଉ, କଥା ବି ହେଉନାହାନ୍ତି ଓ ରାଜ୍ୟ ପରିଚାଳନା ଇଂରାଜୀରେ ଚାଲିଛି ।

ଓଡ଼ିଶାର ମୁଖ୍ୟମନ୍ତ୍ରୀ ନବୀନ ପଟ୍ଟନାୟକ ବହୁ ବିରଳ ରେକର୍ଡର ଅଧିକାରୀ। ବର୍ତ୍ତମାନ ସେ ହେଉଛନ୍ତି ସାରା ଭାରତରେ ସବୁଠାରୁ ଅଧିକ ଦିନ ଧରି କ୍ଷମତାରେ ରହିଥିବା ମୁଖ୍ୟମନ୍ତ୍ରୀ। ଲଗାତାର ପାଞ୍ଚଟି ନିର୍ବାଚନ ଜିଣି ସେ ଓଡ଼ିଶା ରାଜନୀତିରେ ଯେଉଁ କୀର୍ତ୍ତିମାନ ସ୍ଥାପନ କରିଛନ୍ତି, ତାହା ନିକଟ ଭବିଷ୍ୟତରେ କେହି ଭାଙ୍ଗି ପାରିବେ ବୋଲି ମନେ ହେଉନାହିଁ। ସମଗ୍ର ଦେଶରେ ସେ ହେଉଛନ୍ତି ଏକମାତ୍ର ରାଜନେତା ଯେ କି ଦିନଟିଏ ମଧ୍ୟ ବିରୋଧୀ ବେଞ୍ଚରେ ବସି ନାହାଁନ୍ତି। ଆଗାମୀ ଦିନରେ ସେ ଯେ ଏହିଭଳି ଆହୁରି ଅନେକ ଅପହଞ୍ଚ ରେକର୍ଡ଼ ମାନ ପ୍ରତିଷ୍ଠା କରିବେ, ତାହା ଜଳଜଳ ଦେଖା ଯାଉଛି।

କିନ୍ତୁ ଏସବୁ ଈର୍ଷଣୀୟ କୀର୍ତ୍ତିମାନ ଭିତରେ ସେ ଏଭଳି ଏକ ରେକର୍ଡ଼ ସ୍ଥାପିତ କରିଛନ୍ତି ଯାହା କେବଳ ଭାରତରେ ନୁହେଁ, ସମଗ୍ର ପୃଥିବୀରେ କେହି କେବେ ଭାଙ୍ଗି ପାରିବେ ନାହିଁ ବୋଲି ନିଃସନ୍ଦେହରେ କୁହା ଯାଇପାରେ। ଏବଂ ତାହା ହେଲା ସ୍ଥାନୀୟ ଭାଷା କହି, ଲେଖି, ପଢ଼ି ନ ଜାଣି ଗୋଟିଏ ରାଜ୍ୟରେ କ୍ରମାଗତ ଭାବେ ୨୩ ବର୍ଷ ଶାସନ କରିବା। ୨୩ ବର୍ଷର ସମୟ ସାଧାରଣ ଶିକ୍ଷା ଦୀକ୍ଷା ଲାଭ କରିଥିବା ଯେ କୌଣସି ବ୍ୟକ୍ତି ପାଇଁ କେବଳ ଓଡ଼ିଆ ନୁହେଁ, ପୃଥିବୀର ଯେ କୌଣସି ଭାଷା ଶିଖିବା ପାଇଁ ଯଥେଷ୍ଟ। ଆଗ୍ରହ ଥିଲେ ଏହି ସମୟ ମଧ୍ୟରେ ଜଣେ ଗୋଟିଏ ନୁହେଁ, ପାଞ୍ଚଟି ସଂପୂର୍ଣ୍ଣ ଭାବେ ବିଦେଶୀ ଭାଷା ଶିଖି ପାରିବ: ସେ ସ୍ୱାହିଲି (ସବୁଠାରୁ ବହୁଳ ବ୍ୟବହୃତ ଆଫ୍ରିକୀୟ ଭାଷା) ହେଉ ବା ବାଲିନିଜ୍। ଜଣେ ଭାରତୀୟ ପାଇଁ ନୂଆ ଆଞ୍ଚଳିକ ଭାଷାଟିଏ ଶିଖିବାକୁ ହାରାହାରି କେତେ ସମୟ ଲାଗେ, ତାହାର ଅନ୍ଦାଜ ସରକାରୀ ନିୟମରୁ ହିଁ ମିଳେ। ଓଡ଼ିଶାରେ ନିଯୁକ୍ତି ପାଉଥିବା ସର୍ବଭାରତୀୟ ସେବା (ଆଇ.ଏ.ଏସ, ଆଇ.ପି.ଏସ. ଇତ୍ୟାଦି) ଅଧିକାରୀମାନଙ୍କୁ ସପ୍ତମ ଶ୍ରେଣୀ ପାସ କରିଥିବା ପିଲାଙ୍କ ସ୍ତରର ଓଡ଼ିଆ ଶିଖିବା ପାଇଁ ମାତ୍ର ଛଅ ମାସ ସମୟ ମିଳେ। ଓଡ଼ିଆ ଭାଷା ପୃଥିବୀର ସବୁଠାରୁ କଷ୍ଟକର ଭାଷା ନୁହେଁ କି ନବୀନ ପଟ୍ଟନାୟକ ନିରକ୍ଷର ନୁହଁନ୍ତି। ଇଂରାଜୀରେ ହେଉ ପଛେ ସେ ଜଣେ ଲେଖକ। ତେଣୁ ଏଥିରେ ସନ୍ଦେହ ନାହିଁ ଯେ ୨୩ ବର୍ଷ ମୁଖ୍ୟମନ୍ତ୍ରୀ ରହିଲା ପରେ ମଧ୍ୟ ସେ ଯଦି ଆଜି ବି ଜନସଭାମାନଙ୍କରେ ରୋମାନ ଲିପିରେ ଲେଖା ଓଡ଼ିଆ ଭାଷାକୁ ବଙ୍କେଇ, ଟଙ୍କେଇ କହୁଛନ୍ତି, ଶବ୍ଦମାନଙ୍କର କିମ୍ଭୁତକିମାକାର ଉଚ୍ଚାରଣ କରି ଚାଲିଛନ୍ତି ଓ ସର୍ବସାଧାରଣରେ ଏ ପ୍ରାଚୀନ, ଗାରିମାମୟ ଭାଷାକୁ କ୍ରମାଗତ ଅବମାନନା କରି ଚାଲିଛନ୍ତି, ଏହା କେବଳ ଗୋଟିଏ କଥା ପ୍ରମାଣ କରୁଛି: ନବୀନ ଓଡ଼ିଆ ଶିଖିବାରେ ଅସମର୍ଥ ନୁହଁନ୍ତି, ଏ ଭାଷା ନ ଶିଖିବା ପାଇଁ – ଓ ଶିଖିଲେ ମଧ୍ୟ ନ କହିବା ପାଇଁ – ସେ ବଦ୍ଧପରିକର!

କାଲି ପରି ମନେ ପଡ଼ି ଯାଉଛି। ଏପ୍ରିଲ ୧୭, ୧୯୯୭ରେ ତାଙ୍କ ପିତା ବିଜୁ ପଟ୍ଟନାୟକଙ୍କ ଦେହାନ୍ତ ପରେ ସେ ପ୍ରତିନିଧିତ୍ଵ କରୁଥିବା ଆସ୍କା ଲୋକସଭା ଆସନ ପାଇଁ ଉପ ନିର୍ବାଚନ ହେଉଥାଏ। ରାଜନୀତିରେ ସମ୍ପୂର୍ଣ ନବାଗତ ନବୀନ ଥାଆନ୍ତି ଜନତା ଦଳର ପ୍ରାର୍ଥୀ। ସବୁ ନିର୍ବାଚନୀ ସଭାରେ ସେ ତାଙ୍କର ଧନୁଷ୍ଟଙ୍କାରଗ୍ରସ୍ତ ଓଡ଼ିଆରେ ଗୋଟିଏ କଥା ଦୋହରାଉଥାନ୍ତି; “ବାଇ ଓ ବଉନି ମାନେ! ଆପନ୍ ମାନଙ୍କୁ ମୋର ନମସ୍କାର। ଓଡ଼ିଆ କହିବାକୁ ଆଉ ଟିକେ ସମୟ ଲାଗିବୋ!” ସେତେବେଳେ ତାଙ୍କ ଭାଷଣ ଶୁଣୁଥିବା ଆସ୍କାବାସୀ ସ୍ୱପ୍ନରେ ବି ଚିନ୍ତା କରିପାରି ନ ଥିବେ ଯେ ନବୀନଙ୍କ ପରିଭାଷାରେ “ଟିକେ ସମୟ”ର ଅର୍ଥ ଚଉଠ ଶତାବ୍ଦୀ!!

ନବୀନ ମୁଖ୍ୟମନ୍ତ୍ରୀ ହେବାର କିଛି ମାସ ପରର କଥା। ଦିନେ ସନ୍ଧ୍ୟାରେ ମୁଁ ଓ ଅଗ୍ରଜ ତଥା ‘ଶତାବ୍ଦୀ’ ପତ୍ରିକାର ସ୍ୱର୍ଗତ ସମ୍ପାଦକ ଚନ୍ଦ୍ରଭାନୁ ପଟ୍ଟନାୟକ ମୁଖ୍ୟମନ୍ତ୍ରୀଙ୍କୁ ଭେଟିବା ପାଇଁ ତାଙ୍କ ନିବାସକୁ ଯାଇଥାଉ। ସେତେବେଳେ ‘ନବୀନ ନିବାସ’ ଆଜି ପରି ଅଭେଦ୍ୟ ଦୁର୍ଗ ନ ଥିଲା କି ନବୀନ ଦେଶର ସବୁଠାରୁ ଅପହଞ୍ଚ ରାଜନେତା ପାଲଟି ନ ଥିଲେ। ଦେଖିଲୁ ମୁଖ୍ୟମନ୍ତ୍ରୀଙ୍କୁ ଓଡ଼ିଆ ଭାଷା ଶିଖାଇବା ପାଇଁ ନିଯୁକ୍ତ ପ୍ରଫେସର ରାଜକିଶୋର ମିଶ୍ର ଆଣ୍ଟିରୁମରେ ବସି ନିବିଷ୍ଟ ଚିତ୍ତରେ ଖବର କାଗଜ ପଢ଼ୁଛନ୍ତି। ଚନ୍ଦ୍ର ଭାଇ ତାଙ୍କୁ ପଚାରିଲେ, ‘ଡକରା ଆସିନି କି, ସାର୍’? ଶ୍ଲେଷଯୁକ୍ତ କଣ୍ଠରେ ପ୍ରଫେସର ମିଶ୍ର ଉତ୍ତର ଦେଲେ, ‘ନାଁ, ଅପେକ୍ଷା କରିଛି। ଡକରା ତ ପ୍ରାୟ ଆସେନାହିଁ। ତେଣୁ ମୁଁ ଖାଲି ବସିବି କାହିଁକି, ସବୁ ଖବର କାଗଜ ପଢ଼ିଦିଏ’!!

କୌତୁହଳର ବିଷୟ ହେଉଛି ଓଡ଼ିଆ ଘରେ ଜନ୍ମିତ ନବୀନ ଓଡ଼ିଆ ଭାଷା କହିପାରୁ ନ ଥିବାବେଳେ ତାଙ୍କର ଅତି ବିଶ୍ଵସ୍ତ ଓ ସର୍ବଶକ୍ତିମାନ ତାମିଲନାଡ଼ୁ ଜନ୍ମିତ ବ୍ୟକ୍ତିଗତ ସଚିବ ରାଜ୍ୟର ବିଭିନ୍ନ ଅଞ୍ଚଳକୁ ନିଜ ତୋଫାନୀ ଗସ୍ତ ସମୟରେ ଓଡ଼ିଆରେ ଭାଷଣ ଦେଉଛନ୍ତି!

ତେବେ ନବୀନ କାହିଁକି ଓଡ଼ିଆ କହନ୍ତି ନାହିଁ? ହାସ୍ୟାସ୍ପଦ, ଉଦ୍ଭଟ ମନେ ହେଲେ ମଧ୍ୟ ଏହାର ଉତ୍ତର ହେଉଛି ସେ ସ୍ଥିର ନିଶ୍ଚିତ ଯେ ଓଡ଼ିଆ ନ କହିବା ତାଙ୍କୁ ଅଧିକ ଲୋକପ୍ରିୟ କରିଛି; ଏହା ହିଁ ତାଙ୍କର ୟୁ.ଏସ.ପି.! ତାଙ୍କର ହୃଦବୋଧ ହୋଇଛି ଯେ ଅନ୍ୟ ନେତାଙ୍କ ଭଳି ସ୍ଵାଭାବିକ ଓଡ଼ିଆ କହିଲେ ସେ ସାଧାରଣ ନେତାଟିଏ ପାଲଟି ଯିବେ; ତାଙ୍କର ଆଉ କୌଣସି ବିଶେଷତ୍ଵ ରହିବ ନାହିଁ। ଏବଂ ଗତ ୨୩ ବର୍ଷ ଭିତରେ ହୀନମନ୍ୟତାରେ ଗ୍ରସିତ, ନବୀନଙ୍କ ଖଣ୍ଡି ଓଡ଼ିଆରେ ମନ୍ତ୍ରମୁଗ୍ଧ ଓଡ଼ିଶାର ଜନତା ବାରମ୍ବାର ପ୍ରମାଣ କରିଛନ୍ତି ଯେ ତାଙ୍କର ଏ ଆକଳନ ଷୋଳଅଣା ସତ। ଓଡ଼ିଆଙ୍କ ନାଡ଼ିକୁ ନବୀନ ଠିକ୍ ଚିପିଛନ୍ତି। ଆପଣ ଯଦି ଏଥିରେ ସହମତ ନୁହଁନ୍ତି ତେବେ ନବୀନ ଓଡ଼ିଆରେ ଭାଷଣ ଦେଉଥିବା ଯେ କୌଣସି ସଭାକୁ ଯାଆନ୍ତୁ ଏବଂ ଲକ୍ଷ୍ୟ କରନ୍ତୁ ଯେ ନବୀନ ଯେତେବେଳେ ଓଡ଼ିଆ ଭାଷାକୁ ସର୍ବସମ୍ମୁଖରେ ଲଜ୍ଜିତ, ଲାଞ୍ଛିତ, ଅପମାନିତ କରୁଛନ୍ତି, ସେତେବେଳେ ସମବେତ ଜନତା କେମିତି ଉଚ୍ଛ୍ଵସିତ କରତାଳି ଦେଇ ତାଙ୍କୁ ସମ୍ବର୍ଦ୍ଧନା ଜଣାଉଛନ୍ତି! ନିଜକୁ ପ୍ରଶ୍ନ କରନ୍ତୁ, ‘ଅନ୍ୟ କୌଣସି ରାଜ୍ୟରେ ଏହା ସମ୍ଭବ କି ଯେ ରାଜ୍ୟର ମୁଖ୍ୟମନ୍ତ୍ରୀ ସେ ରାଜ୍ୟର ଭାଷା କହୁ ନ ଥିବେ କିନ୍ତୁ ଜନତା ତାଙ୍କୁ ବାରମ୍ବାର ନିର୍ବାଚିତ କରୁଥିବେ; ପ୍ରତିଥର ପୂର୍ବାପେକ୍ଷା ଅଧିକ ଭୋଟରେ?’ ମନେହୁଏ ସତେ ଯେପରି ନବୀନ ଓଡ଼ିଆ ଜାତିକୁ ବୃଦ୍ଧାଙ୍ଗୁଷ୍ଠି ଦେଖାଇ, ତାଚ୍ଛଲ୍ୟ କରି କରୁଛନ୍ତି, ‘ମୁଁ ଓଡ଼ିଆ କହିବି ନାହିଁ ଓ ତୁମେ ମୂଢ଼ ଓଡ଼ିଆମାନେ ମୋତେ ଏମିତି ବାରମ୍ବାର ଜୟଯୁକ୍ତ କରୁଥିବ!’

୨୦୦୯ ସାଧାରଣ ନିର୍ବାଚନ ସମୟରେ ମୁଁ ନବୀନଙ୍କ ଓଡ଼ିଆ ନ କହିବା ପ୍ରସଙ୍ଗରେ ରାଜ୍ୟର ତିନୋଟି ଯାକ ପ୍ରମୁଖ ଦଳ – ବିଜେଡି, ବିଜେପି ଓ କଂଗ୍ରେସ -ର ପ୍ରବକ୍ତା ଓ କିଛି ସାଧାରଣ ବ୍ୟକ୍ତିଙ୍କ ମତ ନେଇ ବିବିସି ରେଡିଓ ପାଇଁ ଏକ ରିପୋର୍ଟ ପ୍ରସ୍ତୁତ କରିଥିଲି। ସେଇ ସଂକ୍ରାନ୍ତରେ ଦୁଇ ବିରୋଧୀ ଦଳ ପ୍ରବକ୍ତାଙ୍କର ମନ୍ତବ୍ୟ ଥିଲା ଏ ପ୍ରସଙ୍ଗ ଜନତାଙ୍କୁ ଆଦୌ ପ୍ରଭାବିତ କରୁନାହିଁ। ବିଜେଡିର ତତ୍କାଳୀନ ପ୍ରବକ୍ତା ଯଜ୍ଞେଶ୍ଵର ବାବୁ କହିଥିଲେ, ‘ନବୀନ ଓଡ଼ିଆ ଭାଷା କହି ନ ପାରିଲେ କଣ ହେଲା? ସେ ଲୋକଙ୍କ ‘ମନର ଭାଷା’ ପଢ଼ି ପାରନ୍ତି’! ଏବେ ମଧ୍ୟ ବିଜେଡି ନେତାଙ୍କୁ ଏ ପ୍ରଶ୍ନ ପଚାରିଲେ ସେମାନେ ନବୀନଙ୍କ ଅମଳରେ ଓଡ଼ିଆ ଭାଷାର ଉନ୍ନତି ଓ ସମୃଦ୍ଧି ପାଇଁ ସରକାର ନେଇଥିବା ବିଭିନ୍ନ ପଦକ୍ଷେପର ଏକ ଲମ୍ବା ସୂଚୀ ଦିଅନ୍ତି; ତାଙ୍କରି ଅମଳରେ ଓଡ଼ିଆ ଶାସ୍ତ୍ରୀୟ ଭାଷାର ମାନ୍ୟତା ପାଇଲା; ଏକ ସ୍ୱତନ୍ତ୍ର ଭାଷା, ସଂସ୍କୃତି ବିଭାଗ ଖୋଲାଗଲା; ସତ୍ୟବାଦୀଠାରେ ଓଡ଼ିଆ ବିଶ୍ଵବିଦ୍ୟାଳୟ ସ୍ଥାପିତ ହେଲା; ଜବାହରଲାଲ ନେହେରୁ ବିଶ୍ୱିଦ୍ୟାଳୟରେ ଓଡ଼ିଆ ଚେୟାର ସ୍ଥାପିତ ହେଲା; ବିଚ୍ଛିନ୍ନାଞ୍ଚଳରେ ଓଡ଼ିଆ ପିଲାଙ୍କ ପାଇଁ ପାଠ୍ୟ ପୁସ୍ତକ ଯୋଗାଇ ଦିଆଗଲା; ଭାଷା ଆଇନ କାର୍ଯ୍ୟକାରୀ ହେଲା – ଏମିତି କେତେ କ’ଣ। କିନ୍ତୁ ଓଡ଼ିଆ ଭାଷା ଶାସ୍ତ୍ରୀୟ ମାନ୍ୟତା ପାଇବାରେ ନବୀନ ସରକାରଙ୍କ ଭୂମିକା ପ୍ରକୃତରେ କ’ଣ ଓ କେତେ? ଭାଷା ଓ ସଂସ୍କୃତି ବିଭାଗ ଓଡ଼ିଆ ଭାଷାର ପ୍ରଚାର, ପ୍ରସାର ଓ ବହୁଳ ବ୍ୟବହାର ପାଇଁ କ’ଣ ସବୁ କରିଛି? ଅକ୍ଟୋବର ୯, ୨୦୧୮ରେ ମୁଖ୍ୟମନ୍ତ୍ରୀ ଶିଳାନ୍ୟାସ କରିଥିବା ଓଡ଼ିଆ ବିଶ୍ୱବିଦ୍ୟାଳୟର ସ୍ଥାୟୀ କ୍ୟାମ୍ପସ ନିର୍ମାଣ ସରିଲାଣି କି? ବିଶ୍ୱବିଦ୍ୟାଳୟର ପ୍ରଥମ ବ୍ୟାଚ ଛାତ୍ର, ଛାତ୍ରୀଙ୍କର ଶିକ୍ଷାଦାନ ଆରମ୍ଭ ହେଲାଣି କି? ବିଶ୍ୱବିଦ୍ୟାଳୟ ପାଇଁ କୁଳପତି ଛଡ଼ା ଅନ୍ୟ ପଦ, ପଦବୀରେ ନିଯୁକ୍ତି ସରିଲାଣି କି? ଜେ.ଏନ.ୟୁ.ରେ ଓଡ଼ିଆ ଚେୟାର ସ୍ଥାପିତ ହେଲା ପରେ କ’ଣ ସବୁ କାମ ହୋଇଛି? ବିଚ୍ଛିନ୍ନାଞ୍ଚଳରେ ପିଲାଏ ଠିକ୍ ସମୟରେ ଓଡ଼ିଆ ପାଠ୍ୟ ପୁସ୍ତକ ପାଉଛନ୍ତି ତ? ଏବଂ ସର୍ବୋପରି ଓଡ଼ିଆ ଭାଷା ଆଇନ କେଉଁ ସରକାରୀ ଦପ୍ତରରେ କାର୍ଯ୍ୟକାରୀ ହେଉଛି କି? ସରକାରୀ ଚିଠିପତ୍ର ଓଡ଼ିଆରେ ଲେଖା ହେଉଛି କି? ସରକାରୀ କର୍ମଚାରୀ ଭାଷା ଆଇନର ଖିଲାପ କଲେ ତାଙ୍କ ପାଇଁ କୌଣସି ଦଣ୍ଡ ବିଧାନର ବ୍ୟବସ୍ଥା ଅଛି କି? ଓଡ଼ିଶା ସରକାରଙ୍କର ଶିକ୍ଷା ନୀତି ଓଡ଼ିଆ ଭାଷାକୁ ପ୍ରୋତ୍ସାହିତ କରୁଛି ନା ଏହାର ଶ୍ୱାସରୋଧ କରୁଛି? ବିଜେଡ଼ି ନେତା, ମନ୍ତ୍ରୀଙ୍କ ପାଖରୁ ଏସବୁ ‘ଅବାନ୍ତର’ ପ୍ରଶ୍ନର କୌଣସି ଉତ୍ତର ମିଳେନାହିଁ। କ୍ଷଣକ ପାଇଁ ଧରି ନିଆଯାଉ ଯେ ଓଡ଼ିଆ ଭାଷାର ସୁରକ୍ଷା, ପ୍ରଚାର ଓ ପ୍ରସାର ପାଇଁ ସରକାର ଅନେକ କିଛି କରିଛନ୍ତି। ତେବେ କ’ଣ ବୁଝିବାକୁ ହେବ ଯେ ଯେହେତୁ ତାଙ୍କ ସରକାର ଓଡ଼ିଆ ଭାଷା ପାଇଁ ଏତେ ସବୁ କାମ କରିଛନ୍ତି ତେଣୁ ମୁଖ୍ୟମନ୍ତ୍ରୀ ଓଡ଼ିଆ ନ ଜାଣିଲେ, ନ କହିଲେ କିଛି ଅସୁବିଧା ନାହିଁ?

ବିଜେଡ଼ି ପ୍ରବକ୍ତାଙ୍କ କଥା ଛାଡ଼ନ୍ତୁ। ସାମ୍ବାଦିକ, ତଥାକଥିତ ବୁଦ୍ଧିଜୀବି ଓ ସାଧାରଣ ଜନତାଙ୍କ ପାଇଁ ମଧ୍ୟ ମୁଖ୍ୟମନ୍ତ୍ରୀଙ୍କର ଓଡ଼ିଆ ବିମୁଖତା ଏକ ଅପ୍ରସଙ୍ଗ। ଏ ବିଷୟରେ ଆଲୋଚନା ବେଳେ ଜଣେ ସାମ୍ବାଦିକ ବନ୍ଧୁ କହିଲେ, ‘ନବୀନ ବାବୁ ଓଡ଼ିଆ ନ କହିଲେ କଣ ଏମିତି ପ୍ରଳମ୍ବ ଅଶୁଦ୍ଧ ହୋଇଗଲା? ତାଙ୍କ ପୂର୍ବରୁ ଓଡ଼ିଆ ଭାଷାରେ ଦକ୍ଷ ଯେଉଁମାନେ ଶାସନ କରୁଥିଲେ ସେମାନେ କଣ ଏମିତି ‘ତାଡ଼ି’ ପକାଇଥିଲେ କି?’

ସତ କଥା ହେଲା ଓଡ଼ିଆ ଭାଷା ପ୍ରତି ମୁଖ୍ୟମନ୍ତ୍ରୀଙ୍କର ଏତାଦୃଶ ଅବଜ୍ଞା ଓ ଅବମାନନା ପାଇଁ ସେ ନୁହଁନ୍ତି, ଆମେ ଓଡ଼ିଆମାନେ ହିଁ ଦାୟୀ। କାରଣ ଶାସ୍ତ୍ରୀୟ ଭାଷାର ମାନ୍ୟତା ପାଇଥିବା ନିଜ ଭାଷାକୁ ନେଇ ଗର୍ବ କରିବା ବଦଳରେ ଆମେ ନିଜେ ପ୍ରତି ମୁହୂର୍ତ୍ତରେ ଭାଷା ଜନନୀକୁ ଅବହେଳା, ଅବଜ୍ଞା କରି ଚାଲିଛୁ; ଏହାର ମର୍ଯ୍ୟାଦା କ୍ଷୁଣ୍ଣ ହେଉଥିଲା ବେଳେ ନୀରବଦ୍ରଷ୍ଟା ସାଜିଛୁ; ଏହାକୁ କେବଳ ପ୍ରଶ୍ରୟ ନୁହେଁ, ପ୍ରୋତ୍ସାହନ ଦେଇଛୁ। ତା ନ ହୋଇଥିଲେ ନବୀନ ଆଜି ନୁହେଁ, ଦୁଇ ଦଶନ୍ଧି ପୂର୍ବରୁ ଓଡ଼ିଆ ଶିଖିବା, କହିବା ପାଇଁ ବାଧ୍ୟ ହୋଇଥାନ୍ତେ।

ରାଜ୍ୟକ୍ଷମତା ପାଇଁ ଆଖେଇଥିବା ବିଜେପି ଯେଉଁ କଥାଟି ଗୁରୁତ୍ଵର ସହ ବିଚାରିବା ଉଚିତ , ତାହା ହେଲା, ମୁଖ୍ୟ ଶାସନ ସଚିବ କେନ୍ଦ୍ର ସରକାରଙ୍କ ପାଖକୁ ପାଣ୍ଡିଆନଙ୍କ ସମ୍ପର୍କରେ ପଠାଇଥିବା ରିପୋର୍ଟ । ଅପରାଜିତା ଷଡ଼ଙ୍ଗୀଙ୍କ ଅଭିଯୋଗ ଉପରେ ଉଚିତ କାର୍ଯ୍ୟାନୁଷ୍ଠାନ ପାଇଁ ନିର୍ଦ୍ଦେଶ ପାଇଲା ପରେ ମୁଖ୍ୟ ଶାସନ ସଚିବ ସେହି ସବୁ ଅଭିଯୋଗର ସତ୍ୟାସତ୍ୟ ଯାଞ୍ଚ କରିଥିଲେ । ସେହି ଯାଞ୍ଚର ଯେଉଁ ରିପୋର୍ଟ ସେ ପ୍ରସ୍ତୁତ କରିଥିଲେ ତାହା ଉଭୟ ପାଣ୍ଡିଆନ ଓ ନବୀନଙ୍କ ଭିତରେ ଛନକା ସୃଷ୍ଟି କରିଥିଲା । ସେହି ଛନକା ପ୍ରବାହରେ ପାଣ୍ଡିଆନ ଇସ୍ତଫା ଦେଇଥିବା କଥା ପୂର୍ବରୁ ସୁଚାଇଛି । କିନ୍ତୁ ଇସ୍ତଫା ଦେଇ ଦାୟିତ୍ୱମୁକ୍ତ ହୋଇଯାଇଥିବା ହେତୁ ସେ କଣ ଅଭିଯୋଗମୁକ୍ତ ହୋଇଗଲେ? କି ତାଙ୍କ ସହ ମିଶି ମୁଖ୍ୟମନ୍ତ୍ରୀ ନବୀନ ପଟ୍ଟନାୟକ ଓଡ଼ିଶା ରାଜକୋଷର ଯେଉଁ ଅପଚୟ ଘଟାଇଲେ, ତାହା କ’ଣ ଜନାବଗତିର ଆବଶ୍ୟକତା ହରାଇଲା ?
ମୁଖ୍ୟ ଶାସନ ସଚିବଙ୍କ ରିପୋର୍ଟ ଯେହେତୁ ଏକ ଗୁପ୍ତ ଯାଞ୍ଚ ଉପରେ ଆଧାରିତ, ସେହେତୁ ତାହା କାହାକୁ ବି ସୂଚନା ଅଧିକାର ଆଇନ ବଳରେ ମିଳିବନି । ମାତ୍ର ଓଡ଼ିଆ ଜାତି ସେ ରିପୋର୍ଟ ଅବଗତ ହେବା ଆବଶ୍ୟକ ।
ଏ ପରିସ୍ଥିତିରେ , ବିଜେପିର ସାଂସଦ ଅପରାଜିତା ଷଡ଼ଙ୍ଗୀ ଓ ବିଜେପି ନେତା ମନମୋହନ ସାମଲଙ୍କ ନୈତିକ କର୍ତ୍ତବ୍ୟ ହେଉଛି, ପାଣ୍ଡିଆନଙ୍କ ଉପରେ ସେମାନଙ୍କ ଅଭିଯୋଗକୁ କେନ୍ଦ୍ର କରି ମୁଖ୍ୟ ଶାସନ ସଚିବ ପ୍ରଦୀପ କୁମାର ଜେନା ଯେଉଁ ଯାଞ୍ଚ କରିଥିଲେ ତାହାର ରିପୋର୍ଟ କେନ୍ଦ୍ର ସରକାରଙ୍କ ଠାରୁ ସଂଗ୍ରହ କରି ଓଡ଼ିଶାର ଜନସାଧାରଣଙ୍କୁ ଅବଗତ କରାଇବା । ଏହା ଅଧିକନ୍ତୁ, ପାଣ୍ଡିଆନଙ୍କ ବିରୁଦ୍ଧରେ ଏହି ଉଭୟେ ଯେଉଁ ଅଭିଯୋଗ ଦାଖଲ କରିଥିଲେ କେନ୍ଦ୍ର ସରକାରଙ୍କ ପାଖରେ, ସେହି ଅଭିଯୋଗ ମଧ୍ୟ ସେମାନେ ସାର୍ବଜନୀନ କରିବା ଆବଶ୍ୟକ ।

Anarchy rejuvenated with Pandian appointed in Cabinet rank

Chief Minister Naveen Patnaik has rejuvenated anarchy in Orissa by appointing his Rasputin VK Pandian in a Cabinet rank, after he was relieved from Government service over serious exposure of his official misconduct.

On the 20th instant , Naveen had to send to the Central Government the IAS officer’s application for voluntary retirement with a design to help him escape disciplinary action, which, sans any query was sanctioned on the 23rd. Orissa Government, immediately after receiving the Central Government communication allowing the retirement, relieved him from service, exonerating him thereby from the accusations that could have led to severe punishment.

BJP M.P. Aparajita Sarangi had exposed Pandian’s misdeeds and had wanted disciplinary action against him, as Rule 5 of the All India Services Conduct Rules (AISCR), prohibits the members of the Service from being associated with any political party or any organization which takes part in politics. When no All India Service member is allowed to take part in, or subscribe in aid of, or assist in any other manner, any political movement or political activity, Rule 12 thereof also stipulates that , “No member of the Service shall receive any complimentary or valedictory address or accept any testimonial or attend any meeting or entertainment held in his honour.” Pandian was marked to have blatantly contravened these provisions of AISCR. Hence, she had invited action-oriented attention of the central government to Pandian’s misconduct. Co-signatory to the complaint was her party leader Manmohan Samal. The accusations being fact-based and serious, and Pandian being an Officer of Orissa cadre, the Central Government asked the Chief Secretary of Orissa “for action as appropriate” (File No. 104/37/2023-IA(Pt.3) dated the 26th June 2023), The complaint and the evidences loaded in the accompanying CD and Pen Drive, were too factual to be countered by Pandian. Orissa has presently a strong officer in the incumbent Chief Secretary, who knows how the Chief of the Executive Government is to work in such a situation. So the situation was worrisome for Pandian.

Guilty of the same offences Pandian was alleged to have committed, Naveen Patnaik came to his rescue in his own interest.

A plan was contrived, which has resulted in his retirement sans any punishment, as noted supra.

Thus setting Pandian exonerated of accusations pertaining to his service as his PS -cum- chief executive of the monstrous mischief called 5T, Naveen Patnaik has forthwith appointed him as chairman of another instrument of vandalism called “Naveen Odisha”, which is a mega conspiracy formulated by his non-Oriya Rasputin to help him with sadistic pleasure of bastardising the splendid name of the beloved motherland of the fine race of Oriyas that had thrown his father Biju Patnaik into the political dustbin to die a wretched death, as an abandoned person.

This Rasputin is given a Cabinet Minister rank, which means, he shall be the de facto Minister in charge of bastardisation of Orissa’s unique name.

This is an unambiguous instance of rejuvenation of anarchy in Orissa by the chief minister of the State.

Avarice of Soumya Ranjan Patnaik created the pandemic called Pandian

Orissa is severely afflicted with a pandemic politico-administrative disease called Pandian. Under this disease cabinet ministers of Orissa have lost their sovereign vigour and the ruling party MLAs and MPs have allowed themselves to bear with the ignominy of women folks including their own dancing on the streets in offering welcome to Pandian wherever he goes!

Pusillanimity has such overwhelming effect that, the chief of the executive government of Orissa – the Chief Secretary – takes, de facto, orders from Pandian and the entire administrative machinery throughout the State dances to his tune. The Chief Minister acts like fantoccini in his hands and reads out his review observation from tiny pieces of paper suspectedly given to him by Pandian, without reviewing any proceed of administration in review meetings he statutorily takes up.

The State exchequer is denuded of hundreds of crores of rupees to defray the cost of his air-tours as the head of an illegal and unanswerable outfit styled 5T. There is no trace of this all-powerful outfit in the Orissa Government Rules of Business created and promulgated by the State Governor under Art.166 of the Constitution of India. But this outfit is called a department with Pandian as its Secretary. Thus, this outfit is entirely unconstitutional and blatantly illegal. Yet, many thousand crore of rupees are allegedly squandered away in the so-called 5T projects designed to give a cover to loot of the State exchequer, the way Pandian prefers.

It is Pandian, a mere employee of the State, who enjoys the rarest of rare privileges of being greeted with flying kisses from chief minister Naveen Patnaik even on the podiums of public meetings. If there is any abnormal angle in such shameless flying kisses, even the Opposition has never demanded for a study on it. The Chief Minister’s passive partnership in his power-bed has so overwhelmingly affected the psyche of the BJD rank and file. that, Debi Prasad Mishra, former Minister and senior leader of the ruling party has shown no hesitation in addressing Pandian as the Chief Minister of Orissa, in a public meeting in his own constituency, even when Naveen Patnaik is to seek fresh mandate as the Chief Minister.

Clearly, Pandian, a mere salaried servant of the people, is now the most powerful boss of the State.

Orissa has succumbed to the design he devised in 2016. He gained over Soumya Ranjan Patnaik, chief of the major media organisation namely the Eastern Media Ltd. and used him to be planted in the mind of the people of Orissa as the most powerful person in the government. Huge money was involved. Soumya Ranjan Patnaik got his palms fabulously greased by Pandian and used his Kanak Tv to project him as the most powerful person in the ruling setup in Orissa, next only to the Chief Minister. In Soumya’s Sun Times, it was even disclosed that Pandian also manages the BJD, calculatedly tailored to convey the BJD rank and file to accept Pandian as their 2nd boss. The entire design was styled “Odisha Power List 2016”. Thereafter, every member of BJD as well as bureaucracy started competing with each other in expressing loyalty to Pandian.

This was a deliberate design of Pandian executed by the avaricious owner of the media organization. Neither the Eastern Media nor the Kanak Tv had attempted to create an “Odisha Power List” earlier to 2016 to show that it has a history of creating such a list. It has never bothered to create such a “list” after 2016 also. Hence it is clear that “Odisha Power List 2016” had the single purpose of projecting Pandian as the 2nd highest boss of the power circle that rules over Orissa.

In the nefarious footprint of Naveen

This nefarious design was devised exactly as the them media major ETv was used by Naveen Patnaik to bag an unprecedented tag “Priya Odia” in 2006 when his credibility as the Chief Minister had declined to the lowest level and founding members of BJD had started revolting against him. To my sources, ETv was paid a hundred crore of rupees to cultivate the Priya (most popular) Odia title for him when he had become utmost Apriya (most unpopular) in reality. In the drama ETv had enacted, Naveen was pitted against a four-year old boy namely Buddhia Singh, living in a Bhubaneswar slum with his mother, in the final round of a stage-managed election through mobile phone, when uneducated slumdweller kid, who had never used a mobile phone in life, had no knowledge of such a contest against the Chief Minister of the State.

There was a hidden fear in the mind of Naveen Patnaik that if Buddhia Singh anyway gets the idea any day and challenges the so-called “election” in a legal forum, the fraud he had played would be bare before the public. Hence his child welfare minister Pramila Mallik was used to demolish the boy, holding his marathon running as an attempt to commit suicide and was completely ruined by force-placing him in the State-run Sports Hostel with a farcical declaration to train him in the sports hostel to be an Olympian!

Buddhia Singh is no more on the scene, but the “Priya Odia” title Chief Minister Naveen Patnaik bagged by defeating this four-years-old illiterate slum-dwelling boy in a popularity contest through mobile phone, has helped Naveen to stay in power, despite all his marked anti-people activities.

This experimentation of Naveen Patnaik on use of ETv to emerge as the most popular amongst the people of Orissa despite being most unpopular, has been used by Pandian to emerge as the most powerful boss of the ruling BJD by using Soumya Ranjan Patnaik and his Kanak Tv, to such extent that its senior Vice-President Devi Prasad Mishra has already projected him as the Chief Minister, notwithstanding Naveen’s incumbency in the post!

The way Orissa has been rushing into ruins since the day Pandian was projected in the so-called Odisha Power List 2016 as the de facto boss of BJD, it would be very difficult for any conscious Oriya to pardon Soumya Ranjan Patnaik for having promoted this pandemic that is eating away every iota of political mana of the people of Orissa.
